Nuclear waste: why environmentalists are suing NRC over reactor licenses

After a US appeals court ruled the NRC had not adequately evaluated nuclear waste provisions when licensing reactors, the groups are seeking to ensure the public has input on the process.

The legal petition filed Monday followed a June 8 ruling by the US Circuit Court of Appeals for the District of Columbia, which found that the Nuclear Regulatory Commission (NRC) had failed to adequately evaluate on-site nuclear waste storage prior to granting license extensions.

The groups want the NRC to establish procedures for ensuring that members of the public can comment on the environmental analysis and raise site-specific concerns about the environmental impacts of highly radioactive spent nuclear reactor fuel in individual licensing cases.

The petition ?is not a request to halt or suspend any licensing proceeding,? or demand a chance in how the NRC reviews reactor lilcense applications in pending reactor licensing cases. But the petition does call for the NRC to suspend any final licensing decisions until it completes the court?s mandate.

Spent nuclear fuel produced by the nation's 104 nuclear reactors has been stored for decades in pools or casks at the power plant sites. Plans to develop a permanent national repository at Yucca Mountain in Nevada were cancelled in 2010.

In its ruling the court concluded that the NRC's standard finding during the relicensing process that permanent nuclear-waste storage will be available ?when necessary? did not calculate the environmental effects of failing to secure permanent storage ? "a possibility that cannot be ignored."

The court also found that the NRC's finding that spent fuel could safely be stored on site at nuclear plants for 60 years after expiration of a plant?s license, "failed to properly examine future dangers and key consequences."

"The waste confidence ruling is a breath of fresh air because it is a recognition by the court that the emperor has no clothes when it comes to nuclear-waste disposal in this country," says Edwin Lyman, a nuclear expert at the Union of Concerned Scientists, a nuclear safety watchdog.

"The NRC and the industry have to come to terms with the fact that there may be no final repository for spent fuel for a very long time, if ever, and do a fair evaluation of the environmental impacts of indefinite long-term on-site storage in the context of both renewed and new reactor licenses."

Monday's legal petition by 22 environmental groups and two individuals calls for the environmental analyses ordered by the Court of Appeals to be "applied in each reactor licensing case before operation is permitted, and that they will be given a meaningful opportunity to participate in the decision-making process,? Diane Curran, an attorney representing some of the groups in the Court of Appeals case said in a statement.

In the aftermath of the ruling, nuclear energy industry officials expressed disappointment over the court ruling, but said it would mean process adjustments and should not unduly intensify NRC scrutiny or slow up relicensing efforts.

Nikon D3200


The Nikon D3200 ($699.95 direct with 18-55mm lens) is the company's entry-level D-SLR, and as such offers a wealth of features that should appeal to photographers in search of their first interchangeable lens camera. The 24-megapixel shooter improves upon the 14-megapixel resolution of the D3100 ($699.95, 4 stars) and also provides full manual shooting controls for seasoned shutterbugs. It does well in low light, and offers continuous autofocus during video recording, but doesn't quite oust our current under-$1,000 Editors' Choice D-SLR, the Nikon D5100 ($899.99, 4.5 stars),?with its broader feature set including a sharp, articulating rear LCD.

Design and Features
Even though it dwarfs point-and-shoot cameras, the D3200 ?is quite compact for an SLR. The body measures 3.8 by 5.0 by 3.1 inches and weighs an even pound (sans lens), slightly smaller than the 3.9-by-5.1-by-3.1, 1.1-pound Canon EOS Rebel T3 ($599.99, 3.5 stars). Even though the included 18-55mm (27-82.5mm equivalent) zoom lens is small compared with professional telephoto zoom lenses, it feels larger than it is when mounted on the small camera.

The biggest advantage that an SLR has over a mirrorless compact interchangeable lens camera like the Sony Alpha NEX-F3 ($599.99, 4.5 stars) is its optical viewfinder. While you do have the option of adding an EVF to many mirrorless compacts, it isn't the same as looking through the lens. However, like most other entry-level SLRs, the D3200 skimps a bit on viewfinder quality. It uses a pentamirror design, which uses a series of mirrors to direct the light captured by the lens to your eye. Enthusiast and professional D-SLRs, like the Pentax K-5 ($1,249.95, 3.5 stars) and Nikon D800 ($2,999.95, 4 stars), use a solid glass pentaprism to redirect the light, which results in a larger, brighter image. If you're accustomed to a point-and-shoot, the D3200's viewfinder will be a huge step up, but old-school photographers may be surprised at just how small the finder is compared with classic 35mm SLRs.

If you have a stable of old Nikkor lenses that you would like to put to use on a digital body, you'll be happy to know that pretty much any lens manufactured after 1977 will mount on the D3200. Most, even those that support screw-drive autofocus, will be limited to manual focus mode only?the D3200 doesn't have a focus screw to support these lenses that lack internal focus motors. Couple that with the relatively small viewfinder, and you'll quickly realize that this was not a camera that was designed with manual focus in mind. If you have autofocus Nikon lenses without internal motors, you should consider the D5100 , since it includes the hardware needed to focus them.

If, on the other hand, you're a complete novice, you'll like the D3200's killer feature?its Guide Mode. Switching the Mode Dial to Guide brings up a colorful menu on the rear display that asks you if you'd like to shoot, review photos, or configure the camera. The Shoot menu is broken up into Easy and Advanced situations which feature presets for landscapes, close ups, low light portraits, fast action, and other common photographic subjects. This, along with select number of scene modes that live on the Mode Dial, goes a long way into configuring the camera to best capture the image at hand, without the need for encyclopedic knowledge of photographic technique.

The D3200's shooting controls are scattered about its body. The Movie Record, Info, and EV Compensation buttons are located directly behind the shutter release, and you'll only find a four-way controller, Drive Mode control, Exposure Lock, and Live View button on the rear of the camera. The button to raise the flash and control its output, as well as a Function button, round out the shooting controls?they both live on the front left of the camera, right above the Lens Release button.

Aside from EV Compensation, shutter speed, and aperture, which are visible in the viewfinder, you'll need to use the rear 3-inch LCD to view settings as you adjust them. The 4:3 display is quite bright and sharp thanks to a 921k-dot resolution, but it doesn't tilt away from the camera's body like that of the Canon EOS Rebel T3i ($899.99, 3.5 stars) or the Sony Alpha 65 ($999.99, 4 stars). Hitting the I button, which is located to the left of the LCD, gives you quick access to Image Quality, White Balance, ISO, Drive Mode, Focus Mode, AF Area, Metering, EV Compensation, Flash Compensation, and Flash Mode. If you need to adjust anything else, you'll have to dive into the full menu.

Humongous asteroid to hurtle past Earth Thursday (+video)

The?near-Earth asteroid?2012 LZ1, which astronomers think is about 1,650 feet (500 meters) wide, will come within 14 lunar distances of Earth Thursday evening. While there's no danger of an impact on this pass, the huge space rock may come close enough to be caught on camera.

That's what the team running the Slooh Space Camera thinks, anyway. The online skywatching service will train a telescope on the Canary Islands on 2012 LZ1 and stream the footage live, beginning at 8:00 p.m. EDT Thursday (0000 GMT Friday) ? the time of closest approach.

2012 LZ1 just popped onto astronomers' radar this week. It was discovered on the night of June 10-11 by Rob McNaught and his colleagues, who were peering through the Uppsala Schmidt telescope at Siding Spring Observatory in Australia.

Researchers estimate that the space rock is between 1,000 and 2,300 feet wide (300-700 m). On Thursday evening, it will come within about 3.35 million miles (5.4 million kilometers) of our planet, or roughly 14 times the distance between Earth and the moon.

Because of its size and proximity to Earth, 2012 LZ1 qualifies as a potentially hazardous asteroid. Near-Earth asteroids generally have to be at least 500 feet (150 m) wide and come within 4.65 million miles (7.5 million km) of our planet to be classified as potentially hazardous.

2012 LZ1 is roughly the same size as?asteroid 2005 YU55, which made a much-anticipated flyby of Earth last November. But 2005 YU55 gave our planet a much closer shave, coming within 202,000 miles (325,000 km) of us on the evening of Nov. 8. A space rock as big as 2005 YU55 hadn't come so close to Earth since 1976, researchers said.

Astronomers have identified nearly 9,000 near-Earth asteroids, but they think many more are out there, waiting to be discovered.

Whatever euro's fate, Europe's reputation savaged

LONDON (Reuters) - Whether the euro lives or dies, the chaotic way Europe has tackled the crisis could undermine the region's geopolitical clout for years to come and leave it at a distinct disadvantage in a rapidly changing world.

With an apparently never-ending series of last-minute summits and telephone calls, Europe's leaders and finance ministers have held the bloc together in the face of growing strains between states, a rising political backlash and market alarm.

But with hindsight, outsiders say each measure proved too little, too late. US officials in particular complain European leaders have either failed to grasp the scale of the problem or proved unwilling to countenance the awkward political decisions necessary to fix it.

As a result, they say, what should have been one of the most stable parts of the world has now become one of the most unpredictable.

At one extreme, the euro area might be about to embark on a journey towards further fiscal and political union as an almost totally unitary "super state". At the other, it could unravel and collapse into an unstable mess of regional rivalry.

"From almost every conversation I've had in the last year - with Chinese, with Indians, with just about anybody - the message is always the same," says Fiona Hill, a former senior officer for the US National Intelligence Council and now head of the Europe program at Washington think tank the Brookings Institute. "Europe can no longer be trusted. It seems to be moving from being a source of stability to a driver of instability"

Long-held certainties were being challenged, she said. Even non-euro member Britain suddenly appeared at risk of breaking up, with Scotland due to hold a referendum on independence that experts say could yet go either way.

The slow burning euro zone debt and banking crisis is accelerating. Last weekend brought a decision by euro zone political leaders to bail out Spain's banks. This weekend Greece holds a parliamentary election which many observers fear could spell the end of its euro membership.

Some argue it is too soon to write Europe - or the EU institutions - off altogether. Under foreign policy chief Catherine Ashton, some credit Europe with making real progress in talks with Iran and other powers over the future of its disputed nuclear program. But their energy for anything beyond their immediate problems is seen decidedly limited.

"The Europeans are completely consumed with a battle to save the euro zone," says Ian Bremmer, president of political risk consultancy Eurasia Group. "It's a deep and ongoing crisis bigger than any they've experienced in decades... it's an environment where European leaders could hardly be expected to prioritize anything else."

That could leave the continent being increasingly sidelined as emerging powers - not just the BRIC powers of Brazil, Russia, India and China but other states such as Turkey, Indonesia and South Africa - grow in importance.

At the very least, it could undermine the ability of the continent's leaders to persuade the rest of the world to take them seriously on a range of issues, from trade to the importance of democracy and human rights.

"Europe probably isn't going to stop preaching to the rest of the world," says Nikolas Gvosdev, professor of national security studies at the US Naval War College. "But it's much less likely that others are going to be inclined to listen."

EUROPE AT CROSSROADS

At the Copenhagen climate summit in 2009, European states suffered the indignity of being outside the room when the final deal was struck between the United States and emerging powers. In the aftermath of the euro zone crisis, it's a position European leaders may simply have to get used to.

But for the rest of the world, it's not just the continent itself that is rapidly losing its shine. The whole European political model - generous welfare systems, democratic decision-making, closer regional integration and the idea of a currency union as a stabilizing factor - no longer seems nearly as appealing to other, still growing regions.

"Europe is at a crossroads, with the very future of the EU at stake," says Brahma Chellaney, professor of strategic studies at New Delhi think tank the Centre for Policy Research. "If the euro dies, it will mark the end of the European experiment in forging closer financial and political integration. But it will also have wider international implications."

Not everyone agrees what those will be, however. Chellaney argues the demise of the euro might help secure the primacy of the dollar - and therefore perhaps of the United States itself - for years to come.

But others believe a European collapse would be a sign of things to come for the US as well. Bharat Karnad, a colleague of Chellaney at the Centre for Policy Research, argues that whatever happens powers such as China are on the rise and that the West will be increasingly challenged regardless of what happens to the euro.

"The health of the euro or the EU, for that matter, will have a marginal impact on gold and power that is tending any way towards Asia, especially China," he said.

Washington takes the potential threat of Europe's unraveling very seriously. In the short-term, the Obama administration is clearly concerned over the electoral fallout should the crisis in Europe cross the Atlantic before November's presidential election.

But in the longer term, whether the euro survives or not US planners are beginning to face up to the fact that the continent will likely be poorer and rather more self-centered than Washington had hoped.

Washington has long been pushing European powers to take more responsibility for their own immediate neighborhood. While Britain and France took the political lead in Libya last year, US Defense Secretary Robert Gates complained European NATO forces were in fact almost entirely dependent on US munitions, logistics and other backup.

But the change in European thinking and the additional defense spending Washington called for now looks all but impossible in this time of austerity.

WASHINGTON WORRIED

"It's doubtful any future US Defense Secretary is even going to bother to make that kind of pitch," says Gvosdev at the US Naval War College. "We'd hoped Europe could take the lead in some parts of North Africa as well as the Balkans and Eastern Europe. That now looks very unlikely."

US planners were also waking up to the fact that European states were no longer likely to match US donor pledges when it came to humanitarian or financial aid for war zones and troublespots, he said. Then, there were longer term strategic concerns.

Washington's military "pivot " towards Asia, he said, had been based in part on the assumption that Europe would remain stable and wealthy and the US now had little or nothing to worry about on its North Atlantic flank. A weakened Europe could make US planners much less confident of that, particularly if China extends its influence.

Beijing has upped its investments in Europe in recent years, including major port projects in Greece and Italy.

Some political analysts contend the weaknesses and drivers behind the euro zone crisis go much further and can be found in most western economies - including the United States itself.

"The jettison involves essentially the ballast which used to provide stability to the vessel of post-war society," Jin Liqun, chairman of the supervisory board for China's sovereign wealth fund the China Investment Corporation, wrote on May 21 in Communist Party-run newspaper the People's Daily, making it clear he saw similar problems in the US.

Some waning of Europe's international influence was always likely, experts say, with an ageing population chewing up ever more resources and emerging economies inevitably growing faster. But the current crisis could supercharge its decline. Whether the continent's leaders realize that, however, is another matter.

"Europe's main source of influence (should) be the success of its political and economic model in providing high living standards and democratic freedoms," says Jack Goldstone, professor of international affairs at George Mason University near Washington DC "If the current crisis undermines both of those as well, Europe will look like a rather weak, badly run system of ageing and economically stagnant states. So in honor of Father's Day, let's take a look at some new(er) and classic scripted papas who deserve a little recognition -- either for their great parenting or lack thereof.

THE GOOD ONES

And young Carl, Rick?s son, learned a valuable lesson about loyalty and leadership in the process. Some would argue that Rick and the gang of survivors might be better off some days if Carl had never recovered from his gunshot wound to the belly. Does that kid ever listen to his parents? At the same time, a timely death for Lori, Carl?s mom, might please viewers who don?t like the way she?s treated Rick. So Rick really is a great dad -- faced with a cheating wife and an annoying son, he?s still done everything he can to keep them from becoming zombie lunch. ? Kurt Schlosser

While Jay pushes Manny to be the type of sporty stud he purports to have once been, it?s clear that Jay is really just a sentimental, loving father. What was the Amazon like before Columbus?

New evidence challenges the idea that the Amazon Basin was densely inhabited before the arrival of Europeans.

The historical portrayal of the Amazon Basin's residents before 1492 has swung from the stereotype of backward savages to a vision of sophisticated stewards of the land ? but a newly reported survey suggests that wide swaths of the Amazon's forests, particularly in the western and central regions, were relatively untouched by humans.

The findings could play into the debate over the Amazon's future as well as its past.

""You can't use an idea of past transformed landscapes to justify modern deforestation,"?Crystal McMichael, a paleoecologist who analyzed Amazonian soil as part of her research at the Florida Institute of Technology, told me. McMichael is the lead author of a study published in today's issue of the journal Science.


She and her colleagues collected 247 core samples of soil from 55 sites throughout the central and western Amazon, in Brazil and Peru, to check for signs of human disturbance. Their objective was to provide a reality check for what some researchers have called the "1491 hypothesis": the idea that areas of the Amazon Basin were intensely managed centuries ago, but reverted to a more natural state after the arrival of explorer Christopher Columbus and his European brethren, due to the decline of indigenous culture.

One of the foremost critics of that view is Dolores Piperno, a senior scientist at the Smithsonian Institution's National Museum of Natural History and the Smithsonian Tropical Research Institute. Piperno is a co-author of the Science paper.

"Drawing on questionable assumptions, some scholars argue that modern Amazonian biodiversity is more a result of widespread, intensive prehistoric human occupation of the forests than of natural evolutionary and ecological processes," she said in a Smithsonian news release. "Climatologists who accept the manufactured-landscapes idea may incorporate wholesale prehistoric Amazonian deforestation, widespread fires and carbon emissions into their models of what caused past shifts in atmospheric carbon dioxide and methane levels. But we need much more evidence from Amazonia before anything like that can be assumed."

The evidence from the soil samples, including samples taken from sites with previously known human impacts, runs counter to those assumptions. Most of the samples showed little sign of charcoal, which would have been left behind by land-clearing fires. There were few signs of silica deposits known as phytoliths, which are indicators of ancient agriculture. The researchers did pick up the signature of "terra preta" ? that is, earth enriched by human waste?? but mostly around riverbanks rather than far into the forest.

"Together, the data suggest that human population densities in the sampled regions were low and highly localized, and were not consistent with major population centers with associated areas of widespread, extensive agriculture," the researchers wrote.

The findings came as no surprise to Michael Heckenberger, an anthropologist at the University of Florida. Heckenberger is perhaps best-known for his study of ancient urban communities in the Upper Xingu region of the Brazilian Amazon, east of the areas surveyed by McMichael and her colleagues. His work was discussed in "The Lost City of Z," a best-selling book by David Grann.

"I was delighted to see the paper, because it does act as a cautionary note," Heckenberger told me.?

Heckenberger said the research fits in with the view that the pre-Columbian Amazon Basin had wide areas of forest land that showed relatively little human alteration, as well as areas that supported substantial concentrations of human population.

"This clearly has moved the debate forward," he said. "I hope we don't digress back to [a debate over whether] the Amazon was the setting par excellence for primordial forests and primitive tribes vs. an area that was dominated by large, complex societies. It's neither one nor the other. ... There were patches of dense, complex societies, and then there were other areas that were, if not completely untouched, then something very like untouched forest."

Heckenberger said he was "still of the opinion that as time progresses, we're going to find more and more of the Amazon that did support large populations." But he praised the work published in Science and said he hoped to see more sampling of sites from broader stretches of the Amazon Basin.

"I'd love to grab that team and bring them to my research site, to use that to some degree as a control against what you might expect," he told me. "The flip side of that is to jump into the pickup truck with that team and look for archaeological signatures in the area that they've been studying."

McMichael thought that was a fine idea. "He's done some excellent work," she said of Heckenberger.

She speculated that pre-Columbian tribes preferred to live near rivers rather than in the forest interior "so they could connect with other communities" more easily. She also suspected that the eastern side of the Amazon Basin was settled more intensely than the western side because it was drier and more amenable to forest-clearing. However, even if large settlements existed in some parts of the Amazon before Columbus, that shouldn't be used as a defense for 21st-century deforestation, McMichael said.

"The amazing biodiversity of the Amazon is not a byproduct of past human disturbance," she said in a news release. "We also can't assume that these forests will be resilient to disturbance, because many have never been disturbed, or have only been lightly disturbed in the past. Certainly there is no parallel in western Amazonia for the scale of modern disturbance that accompanies industrial agriculture, road construction, and the synergies of those disturbances with climate change."

Romney: Obama 'long on words' 'short on action'

(AP) ? Mitt Romney on Thursday said President Barack Obama is "long on words and short on action" when it comes to fixing the economy.

Speaking in battleground Ohio, before the president's planned economic speech in a different part of the state, the likely Republican presidential nominee assailed his Democratic rival's policies.

"Don't forget, he's been president for three and a half years. And talk is cheap. Actions speak very loud," Romney said. "If you want to see the results of his economic policy, look around Ohio, look around the country."

"What he says and what he does are not always the exact same thing," the former Massachusetts governor said.

Romney addressed a crowd of about 100 from a manufacturing plant of Selikop Industries, the type of small-business facility that's become a standard venue for the Republican's campaign stops. He was in Cincinnati, a Republican stronghold in the state near the Kentucky border.

Romney's campaign had billed the appearance as a dueling event to the president's major economic speech at a college gym in Cleveland, in the Democratic northeastern region of Ohio. But what Romney delivered was his standard, 20-minute campaign speech, castigating the president for the economic stimulus, the health care law and for not approving the Keystone XL oil pipeline from Canada. Romney also criticized the president's policies toward China and said that, if elected, he would label the country as a currency manipulator.

Romney started his speech 15 minutes earlier than originally planned, which meant he finished speaking before Obama took the podium.

The last time Romney and Obama held competing events was in late May, when the likely GOP nominee visited the shuttered California headquarters of the solar energy company Solyndra and Obama welcomed George W. Bush back to the White House for the unveiling of his presidential portrait. Then, cable TV networks went with coverage of Obama over his challenger. On Thursday, both candidates' garnered broadcast coverage ? with Romney getting first dibs.

Romney strategist Stuart Stevens would not say if the campaign decided to start earlier to avoid a direct conflict with Obama.

Still, Obama's team was closely monitoring Romney's event in Ohio. "Threatening to label China a currency manipulator is reckless and unnecessary," Obama spokeswoman Lis Smith said in a statement after Romney's speech. She called Romney's positions on China a "campaign-year conversion."

Wrinkles are inevitable. As we age, we develop wrinkles, age spots and discolorations sooner or later. There is nothing much we could do to stop the process. We can, however, delay the onset of the tell tale signs of aging by caring for our skin and incorporating certain lifestyle changes. Women also have the support of leading cosmetic companies formulating some advanced lotions to erase wrinkles and age spots from sensitive skin areas. Search the Internet and you would easily find a skin tightening cream for women from a reputed brand. It goes without saying that no woman is now alone in her war against aging and wrinkles.

Bear in mind that aging can be of two types. There is normal biological aging, and then there is aging that happens when the skin is exposed to excessive amount of sun light. Exposure to UV rays hastens the biological aging process and makes us look older than we really are.

If you are going out in the sun without proper protection, then you would surely develop fine lines, wrinkles, age spots, and uneven pigmentation. The obvious way to keep this effect to its minimum would be to wear a sun block with SPF 15, or higher. Such a sunscreen can keep your skin protected for a longer period of time. If you are not using a sun block or some form of protective clothing, then you might have to think about not going out in the sun between 10:00 am and 2 pm, when the rays are most intense. To combat the age spots and wrinkles that occur due to sun exposure, you could use a skin tightening cream for women.

Bieber fans camp out in Mexico before free concert

A "tween" squatter encampment has sprung up in the chaotic Mexico City center as Beliebers seek to be closest to the stage when teenage superstar Justin Bieber puts on a free concert Monday evening on the capital's vast central plaza.

Dozens of mostly girls aged 10 to 14 travelled for hundreds of miles to camp Sunday along a street near the Zocalo, where tens of thousands of unrelated political demonstrators gathered and crews erected the concert stage.

Many of the young campers, dressed in Bieber's favorite color of purple and bopping to his music on headphones, were chaperoned by parents, some of whom took time off work to help their children miss school and be part of an audience expected to top 200,000.

The line of hundreds, which broke out spontaneously in chants of "Justin," seemed more worried about the giant cockroaches that roam Mexico City's streets at night than security, even as a similar free concert by Bieber in Norway two weeks ago caused a stampede that injured dozens of fans.

"We kill them so they don't get close to the girls," Elizabeth Noriegas said of the roaches as she waited with her daughter, Frida Coss, the 17-year-old president of the Official Justin Bieber Fan Club of Mexico City. Frida was first in line.

"Naturally we'd be worried about safety, but it looks like the government is taking the necessary precautions," said Monica Gomez, mother of Renata, 11, who will miss school Monday as she waits in line.

Authorities said they will have more than 5,000 police on hand for the concert on the Zocalo, helping keep order around barricades and checkpoints meant to prevent a dangerous crush of fans. Most will have to watch Bieber on a series of large screens set up near the plaza, rather than inside with their idol.

A city official, Hector Antunano, said fans in the encampment would have a first shot at getting in as recognition for the effort they have made.

He said the city was determined to prevent problems such as the crush that injured 40 Bieber fans at a free concert in Oslo, Norway, in late May.

"Most of the fans will be between 10 and 17 years old. There will be a lot of girls. We are being very careful that the majority of the police are women and we are taking precautions so that there is no rush toward the stage," Antunano said.

Leslie Bio, 13, her mother and three friends travelled 14 hours on a bus from the state of Sinaloa to attend the concert.

Justin "teaches us not to give up on our dreams," Leslie said.

Only a block or two away, the city was, as often, in political turmoil.

An estimated 90,000 protesters filled the streets with other chants as they marched near the plaza known as the Zocalo, where Bieber is to perform. Many were opposing the possible return of Mexico's old ruling party ahead of Sunday's final, crucial presidential campaign debate, and many planned to watch the debate on giant open-air screens in and around the plaza. Some were members of a new student movement. Others commemorated a 1971 massacre of young protesters.

City officials initially promised to close off the entire Zocalo starting Saturday night, but apparently dropped the idea. That would have blocked access to the symbolic heart of the nation, with the National Palace, the Metropolitan Cathedral and the partially excavated remains of the Aztec capital, Tenochtitlan, all a few yards from where Bieber will perform.

Bieber fans stretched along a two-block stretch of sidewalk on 20 de Noviembre street as cars, trucks and buses growled by and the city's ever-enterprising vendors passed among their tents selling posters and buttons of the singer.

A similar concert in the Zocalo last month by former Beatle Paul McCartney drew 230,000 people, Antunano said, including President Felipe Calderon. There was no word Sunday on whether the president would take his family to see the Bieber.

Bill Maher Mocks Occupy Wall Street: Says Stop Camping, Start Participating (VIDEO)

In a segment that's bound to ruffle the feathers of some progressives, Bill Maher had some strong, sarcastic words for the Occupy Wall Street movement on Friday's episode of "Real Time."

His overall message: it's time to leave the parks and get in the game. After citing some upcoming OWS plans, including an event on July 4 that will "facilitate a visioning process" as well as a gathering of the OWS "guitarmy" (i.e. a guitar army), Maher explained what OWS' next step should actually be:

Instead of organizing interstate hootenannies, maybe it's time for Occupy Wall Street to actually participate in the American political process. That means, boring stuff like canvassing neighborhoods, raising money, running candidates for office, manning phone banks and making a baby with John Edwards.

He went on to explain why this new course would help OWS have a greater impact on the political process: "Three years ago the Tea Party was just a few hundred retired diabetics angry at blacks and gays for making them feel old, but now they have 62 seats in congress."

The Occupy movement has been criticized by many who otherwise support its basic principles for its lack of organization and reticence to actively participate in government, but Maher's statements, coming as they do from the left's leading satirist, could prove more influential.
