Crickets causing a stink in Central Texas city

WACO, Texas (AP) ? Several businesses in the Central Texas town of Waco (WAY'-koh) are dealing with a smelly problem that won't go away: decaying cricket carcasses.

A bank, a drugstore and other businesses have been inundated with the odorous onslaught of dead crickets that have been trapped inside walls and have collected on sidewalks.

Jani Rodriguez, the branch manager at Synergy Bank, tells the Waco Tribune-Herald (http://bit.ly/QcSOLs) that scented products have been unable to get rid of the smell. Using air-scrubbing machines hasn't worked either.

Fred Huffman, an entomologist who runs a local pest control business, says the cricket problem has been worse this year because mild winter conditions resulted in the insects appearing earlier than normal.

Health officials say the crickets don't pose any direct health risks.

Sexism In Science

An anonymous reader writes with news of a recent paper about the bias among science faculty against female students. The study, recently published in the Proceedings of the National Academy of Sciences, asked professors to evaluate applications for a lab manager position. The faculty were given information about fictional applicants with randomly-assigned genders. They tended to rate male applicants as more hire-able than female applicants, and male names also generated higher starting salary and more mentoring offers. This bias was found in both male and female faculty. "The average salary suggested by male scientists for the male student was $30,520; for the female student, it was $27,111. Female scientists recommended, on average, a salary of $29,333 for the male student and $25,000 for the female student."

US stock futures head lower on Spain worries

NEW YORK (AP) ? U.S. stock futures are down as investors fret over the economy of Spain, which this week announced big spending cuts it hopes will convince potential bailout creditors and investors that it has a rock-solid plan to heal its public finances.

Dow futures are down 49 points to 13,365. The broader S&P 500 futures are down 5 points to 1,436. Nasdaq futures are down 8 points to 2,807.

The positive momentum generated by Thursday's Spanish budget has ground to a halt as investors await more news, including stress test results into 14 banks due after European markets close. The Moody's rating agency is also expected to weigh in on Spain's creditworthiness.

Investors will also be looking at a U.S. report on August consumer spending, due at 8:30 a.m. EDT.

Libya, Egypt riots: Can anti-Islam speech be shut down?

An attack on the US consulate in Libya has drawn widespread attention to an anti-Islam film that enraged rioters. But can ? and should ? the circulation of this type of material be stopped?

Tuesday's deadly attack on the US consulate in Benghazi, Libya, that ended with the death of US Ambassador J.?Christopher Stevens?has drawn widespread attention to an anti-Islam film that enraged rioters on the scene. As the Monitor's Dan Murphy notes, the situation is reminiscent of the riots over the Muhammad cartoons published in 2005 by Denmark's Jyllands-Posten newspaper. He writes:

In some ways, it was the beginning of an era of manufactured outrage, with a group of fringe hate-mongers in the West developing a symbiotic relationship with radical clerics across the East. The Westerners deliberately cause offense by describing Islam as a fundamentally violent religion, and all too often mobs in Muslim-majority states oblige by engaging in violence.

He correctly notes that the film's authors "cannot be blamed for the violence ? that blame goes to the perpetrators." Still, some may?argue that the best way to end this vicious cycle of hateful message-and-response is to stifle the message. But ? putting aside the question of whether this is the best course of action ? is it even a legal option? Can the US government act to stop the circulation of offensive material like this? Can someone else?

The answer in the American system of government is simple: no. Any attempt by the federal government or a US state government to silence speakers like the filmmakers ? regardless of how repellant their message might be ? would be a restraint on their freedom of speech and a violation of the First Amendment.? Even were the government to pass a law against hate speech, the First Amendment would still trump such a law and render it unconstitutional.?

But while the Bill of Rights prohibits the countenance of a hate speech law in the US, the situation is quite different in Europe. While free speech is indeed protected in Europe both by the European Union and national governments, generally speaking those protections do not extend to hate speech. Many European nations, including France, Germany, and Britain, forbid expressions of hatred against a person or group of people based on their race, religion, gender, nationality, sexual orientation, and the like. As such, much of Europe would be able to crack down on messages like the film at issue now, based on its clear anti-Muslim agenda.

There is another set of entities that could act to stymie circulation of these hate messages, and indeed are well placed to do so: the websites hosting the offensive content. The First Amendment and other free speech protections generally apply only to state actors, and have no effect on private actors like Google, for example, which owns YouTube, where clips of the offending film have been posted. Should Google or other Web hosts be so inclined, they are free to decide which content they publish and which they remove without fear of running afoul of free speech protections.

A hosting website may be constrained in what they can do with a user's content under the site's terms of use, which is a kind of contract between the host and the user. But host sites often explicitly warn in their terms of use that users are not allowed to post certain kinds of content: see, for example, YouTube's express prohibition of hate speech. And many sites reserve the right to remove any user content at all, for any reason. So YouTube could remove the offending film clips from its website if the company so desired, and the filmmaker would have no recourse.

Still, web hosts are under no obligation to police their users' content, and indeed, were they to do so it could impair the ability of individuals to express themselves. Again, take YouTube: The company is the largest streaming-video host in the world. If YouTube began aggressively censoring content according to what its board or management thought was morally right, those users with different views would be left without an outlet to publish their content. And while that may be acceptable to the general public in cases of hate speech, it might not be quite so acceptable if YouTube decided that speech on a topic with larger support ? say, gay marriage ? ought to be censored.

Are Antibiotics Overprescribed In The South? - Drug Abuse ...

Elderly people in the South use more antibiotics than the rest of their peers in the U.S., leading researchers to believe that doctors in the region may be overprescribing the drugs.

About 21 percent of people 65 and older in the South used an antibiotic on average each quarter of the year, compared to 17 percent of people in the West and 19 percent of people in the Midwest. There was no discernible difference in disease prevalence in any of the regions.

?Patients and providers should know that there is this problem in the South and take some efforts to reduce antibiotic overuse,? study author Dr. Yuting Zhang, an assistant professor at the University of Pittsburgh, told HealthDay.

Researchers were able to determine the rates using Medicare data from January 1, 2007 though December 31, 2009. They also discovered that antibiotic use was highest during the first quarter of the year - January through March - at a rate of 20.9 percent of the population. It was lowest in the third quarter - July through September - with only 16.9 percent of people taking the antibiotics.

In addition, the South had the highest use of every type of antibiotic, especially ?broad spectrum? antibiotics that are effective against a wide variety of bacteria. Zhang told Reuters this is especially worrisome because overuse can lead to antibiotic resistance. ?Once you get resistance to those broad spectrum antibiotics, next time you have anything where you really need that, it?s not going to be as effective,? Zhang said to Reuters.

Outsourcing's five cast-iron rules: Break them at your peril ...

Getting the best from outsourcing contracts without them getting the better of you is far from straightforward. One CIO who has worked on both sides of the outsourcing fence offers his key tips.

CIOs face an expanding list of business objectives, which they have to meet by implementing a cost-effective and efficient tech strategy. Some IT leaders concentrate on inhouse development, but a lot of technology money is still spent outside the organisation.

With the pressure still on costs, analyst firm Gartner expects worldwide spending on IT outsourcing services to reach $251.7bn in 2012, a 2.1 per cent year-on-year increase from 2011.

The fastest-growing area is cloud computing, which the analyst expects to grow by 48.7 per cent in 2012 to $5bn. It?s a sign that CIOs are continuing to draw on external services and see going beyond the corporate boundary for IT as essential for ensuring value for the business.

Ian Gausden, chief operating officer at VocaLink, has overall responsibility for technology at the payments specialist. Here he provides his five top tips for CIOs looking to make the most from outsourcing contracts.

1. Work out why you want to go outside

This may sound obvious but each CIO has specific business objectives and, when it comes to outsourcing, precise aims really matter. Gausden?s advice to CIOs is clear: ensure you know what you expect to get from the outsourced deal and have clear success criteria.

?You need to be specific so your external partner knows what success looks like,? he says. ?Make sure your focus is on your business objectives.?

CIOs looking to make sure their outsourcer sticks to their objectives should consider shorter contracts. ?Your aims might evolve and it becomes harder to monitor your success at meeting objectives over long-term contracts,? Gausden says.

Whatever the length of the deal, he believes building change into the contract in some way is absolutely crucial.

?You can agree to vary the thresholds and the parameters on desktop support, such as pricing the deal according to the number of transactions that take place,? he says.

?But you must future-proof the contract with the supplier and you must have some idea of your requirement for flexibility.?

2. Engage the right partner to help with the process

Aiming for long-term benefits from an external partner is one thing - getting the right kind of deal in the first place is another issue altogether. Outsourcing is a potential minefield, with fine print and small details that confuse even the most switched-on CIO.

?You need an adviser who has your interests at heart,? says Gausden, adding that such expertise can come from a number of sources. CIOs who work for a big company might be able to draw on an internal and full-time legal team.

An IT leader without such luxuries will have to look outside the enterprise, says Gausden. ?Outsourcing is your external provider?s specialist day job, so making sure you have the right contract is crucial because it provides a form of protection,? he says.

Gausden advises CIOs without internal legal advice to work alongside specialist advisory firms that look to help businesses trawl through the wrinkles and padding of an outsourcing deal. ?You need someone to help you with the finer points of the contract,? he says. ?Contracts can get very deep.?

3. Plan for the preparation

?There is a lot of work involved in planning a decent outsource,? says Gausden. From requests for proposals through to contract signing, CIOs must make sure they are fully prepared.

?Get your selection criteria right, it?s not just about price,? says Gausden, who says CIOs should speak to the senior team to get pointers about their business drivers for external provision.

Saving money should not be your only motivation, just as the outsourcer should not see your business as a potential cash cow.

?Understand the provider?s business case. If you know how they?re going to make money from the deal, that can help you make sure your objectives and those of the outsourcer are aligned,? says Gausden.

?Don?t pretend your external partner doesn?t want to make money through the deal. Understand the returns and make sure your business is getting value, too.?

4. Engage your people

Going to an external provider is not just about technology. People will almost always be affected - and if your firm is outsourcing staff as well as IT, Gausden says your organisation must be understanding, evolving and engaging.

?It?s not an easy process for most people to involuntarily change employer,? he says. ?Give employees time and communicate the amount of change involved in the new way of working. You can?t engage your staff too early in the process, but you must be careful not to scare people.?

Gausden says it makes sense to work with key people, to create internal communicators and to help show the potential benefits of outsourcing.

One advantage for staff, he says, is that they receive a new skillset and have the opportunity to see how IT is provisioned at a company whose business involves managing technology for other organisations.

Gausden made a similar transition himself earlier in his career, when he moved from Barclaycard to external provider Xansa.

?It can help you develop a knowledge of risk management and contracting, and can provide a sharp focus on the customer. These disciplines are really helpful if you move back inhouse,? he says.

5. Invest to manage the partner and the contract

Signing the deal is just the end of the beginning. Successful outsourcing demands continuous attention, and Gausden says your initial business case for external provision must include money for contract concerns.

?Management won?t happen by itself,? he says. ?Proactively manage your outsourcer. How closely you will have to work with your provider is variable. But taking a proactive stance tends to encourage the outsourcer to work towards producing the best possible value for your business.?

Being in contact does not have to be a negative process. Engagement, often through the form of positive criticism, is critical to long-term success. ?Make the provider challenge themselves,? says Gausden.

?Your outsourcer won?t give best value unless you get in their face a little bit. Nothing is finished once the contract is signed. True value comes from constructive engagement. Even if your service-level agreements are met, always look to get more from your provider.?

China solar groups reject illegal subsidy complaint

BANGALORE/FRANKFURT (Reuters) - Yingli Green Energy and Trina Solar, two of China's largest solar equipment makers, rejected on Wednesday allegations by a group of European solar panel companies that Chinese rivals are benefiting from illegal subsidies.

In a complaint to the European Commission on Tuesday, the EU ProSun group said Chinese solar companies benefited from very low interest rates thanks to government policy.

"We receive financing at the usual market rates and act according to international accounting standards and norms," Yingli said.

The company added that the weighted average interest rates for its borrowings ranged from 6.3 percent to 7.1 percent between 2009 and 2011.

"As a publicly listed company, our funding and cost structures are fully transparent and we have been financing our activities at market rates from a range of sources, both Asian and Western, private and public," Trina Solar's European head Ben Hill said.

The China Securities Journal reported on Tuesday that the China Development Bank Corp, a policy bank that lends at Beijing's behest, would prioritize loans to 12 top solar companies.

Beijing has already provided billions of dollars in credit lines and other support to its solar industry through state-run banks, prompting the U.S. government to impose import duties.

The United States in May imposed anti-dumping duties mostly of 31 percent on Chinese solar panel producers.

Some expect Europe to impose similar duties. The European Commission launched an investigation this month after the EU ProSun group accused Chinese rivals of "dumping", or deliberately selling products at below cost.

Europe is the biggest market for solar products, accounting for 74 percent of global installations in 2011, according to industry association EPIA.

Showcase Art to Brighten Your Home for Staging or Living | Zillow Blog

Interior designers often are surprised that few homeowners actually paint their walls or hang art on them.

While choosing art is a highly subjective ? and sometimes intimidating ? process, you can find inspiration on websites, at galleries or art festivals and in objects that you encounter every day.

Here are a few tips for using art in your home.

Play it up BIG!

Don?t be afraid of large art, even in small spaces. Many times, one great piece can really fill up a space nicely. In the model home photo above, the large piece of art on the right is almost the same width as the sofa and takes up most of the wall, helping fill in the room. Look for large canvas pieces for art that is larger than 30 inches wide to help cut down on the weight of the piece and make it much easier to hang.

Create a collage

Still nervous about large art? Can?t decide on one piece to showcase? Try using smaller pieces in a big way to create a wall collage. Even though you?re using a few pieces of art, it will read like one piece. This is great for art that is between 8 and 30 inches wide. Use an odd number of pieces and hang the set behind a sofa, above a console table or buffet or even over your bed. Incorporate a variety of textures?? art on canvas, framed art, colored glass and even mirrors ? to brighten the space. If you have art smaller than 8 inches wide, frame it in a wide frame or 3- to 4-inch mat to make it appear larger.

If it?s small, it?s NOT for the wall

Any framed art or photo that is smaller than 8 inches wide should not be hung on a wall. Instead, use these pieces on any shelf?? mantle, bookshelf, buffet or nightstand.

Hanging rules of thumb

Hang art so that the middle of the piece (or collage) is approximately 5 feet from the floor. Hanging art on a wall with wainscoting may require it to be a little higher, but try to stay within that range. When hanging a large piece of art behind a sofa, hang it high enough for heads to clear once people are seated.

Don?t be afraid of art; it can really help you bring life to your space ? for living and for staging.

The Girls are Expanding their Meal Options ... - Inspired by Savannah

In addition to the everyday chaos parents of newborns and toddlers must face, one of the biggest, most time-consuming tasks they undertake 3-times each day is making one meal for the baby and another for the rest of the family ? double cooking, double stress, double time. But that can now be easily changed.

My Thoughts:

Trying to get our daughters to eat in our house is a challenge.? For Savannah, who is eating table food now, she has a limited meal plan, which consists of chicken noodle soup, mac and cheese, tomatoes, pickles, cold cuts, and her assortment of snack foods, like fishies and cheese puffs.? God forbid we try and introduce new flavors to her.? When we do, she either turns her head, throws or pushes it away, or will walk away.? As for Arabella, she never took to baby oatmeals and seems to only want to eat what her big sister is eating.? I can't tell you how many times I have had to pull treats out of her mouth, which Savannah had given her when I was looking.? Ah, the joys of babies. :-)

So, to ease mealtime frustration and look for new and easy ways to introduce new meals to the girls, I began searching for books about baby purees and foods both children and adults would enjoy eating.? This is when I stumbled across "Bountiful Baby Pur?es" by Anni Daulter.? What I loved most about this cookbook, and that set it apart from other baby food cookbooks I have picked up is that it offers delicious and easy to prepare recipes that both baby and other family members can enjoy.

My husband and I attempted to eat baby food out of the jar when Savannah was little to show her how tasty it was.? I don't know about you, but I don't know how kids can like this stuff.? My husband and I had tried our hardest not to gag on a few of the foods.? And, thus began our journey with finding ways to get our picky eat to eats foods with substance, and not live off out snack foods.

Since receiving this cookbook last week, I have already tried out over a dozen recipes.? Mitt Romney seeks an elusive campaign reset

ABC News' Michael Falcone reports:

In a letter released by his campaign on Friday, Mitt Romney's doctor gave him more than just a clean bill of health. His personal physician called the Republican presidential candidate a "vigorous man" with "reserves of strength, energy and stamina that provide him with the ability to meet unexpected demands."

And it's a good thing because the last two weeks have brought more than a few of those "unexpected demands" - from a foreign policy crisis that spilled over onto the campaign trail to a hidden camera video that landed Romney in hot water to the release of his tax returns on Friday.

Even the disclosure of his 2011 tax documents, has become the subject of blunt attacks by Democrats. President Obama's deputy campaign manager, Stephanie Cutter, said in a statement that the taxes confirm "what we already knew - that people like Mitt Romney pay a lower tax rate than many middle class families because of a set of complex loopholes and tax shelters only available to those at the top."

A new web video released on Saturday by the Obama campaign accuses Romney of stashing away his money in "foreign tax havens" and of "betting against the dollar" by investing in foreign currency. The video also criticizes Romney for releasing only two full years of tax returns even though other presidential candidates have made many more public.

"Why won't Mitt Romney match other presidential candidates, including his father?" the video's narrator says. "Why won't he come clean with the American people? What else is he hiding?"

But the timing of Friday's document release was no accident. Romney had long pledged to make his 2011 taxes public before the middle of October, but he and his campaign were unwilling to wait that long. That's because, with a mere 45 days until the Nov. 6 election, Romney and his advisers are finally ready for the re-set that they have so desperately been seeking.

The Republican National Convention was supposed to offer Romney a chance to re-introduce himself to the electorate. But the GOP's confab in Tampa was forced to compete for headlines with a hurricane that slammed into the Gulf Coast as well as the Democratic National Convention that took place just a few days later.

On Monday, the campaign held a "state of the race" conference call with reporters to announce another kind of re-tooling - a new focus on talking to the American people about the specifics of Romney's economic plan.

"It's natural kind of time in the cycle to do that," one of the campaign's top advisers, Ed Gillespie, said, adding: "There are a lot of Americans out there who are just now really starting to lock in and starting to look for more information and new information, and now is the time for us to provide that for them."

But not long after Gillespie outlined the campaign's new direction, the release of a series of hidden camera videos from a Romney fundraiser in May, forced an abrupt detour. Those videos, released by the left-leaning Mother Jones magazine, sent the campaign into damage control mode.

Friday's release of Romney's 2011 taxes capped off what many political observers in both parties agree has been the GOP candidate's roughest patch of the general election. And as if to signal their readiness to move on, the campaign circulated statements from elected officials, including Sen. John McCain advising everyone to do just that.

"Mitt Romney has now released more than 1,200 pages of tax returns, giving voters an incredibly detailed look at his finances," McCain said in a statement. "Now that the most recent tax return has been released, it's time to get back to discussing the issues that voters care about."

Romney and running mate Paul Ryan are hoping to turn the page in a big way next week when both candidates descend on the crucial battleground state of Ohio for what is being billed as a three-day "Romney Plan for a Stronger Middle Class" bus tour. Ryan is set to campaign in Lima and Cincinnati while Romney will travel to Dayton, Columbus, Cleveland and Toledo.

But Romney and Ryan are plunging headfirst into Ohio just as polls show President Obama with a consistent lead in the crucial swing state - one of just eight that is likely to decide the 2012 election. An NBC News-Wall Street Journal-Marist poll out earlier this month put Obama's edge in Ohio at 7 percentage points over his Republican challenger and a RealClearPolitics.com average of recent polls pegs the president's lead over Romney at roughly 4 points there.

The GOP ticket's focus on the state next week reflects its importance on the political map. Without winning there Romney faces a much narrower path to the 270 electoral votes needed to win the presidency.

And it's not just Ohio where the early fall polls are spelling trouble for Republicans. A separate NBC News-Wall Street Journal-Marist poll released this week found Obama ahead of Romney by five percentage points among likely voters in Colorado, 50 percent to 45 percent, and by eight percentage points in Iowa, 50 percent to 42 percent. And a series of CBS News-New York Times-Quinnipiac University polls out last week also gave Obama the edge in Wisconsin and Colorado as well as another closely-watched battleground - Virginia.

But earlier this week, Gillespie, the Romney adviser who also served in George W. Bush's White House, said the campaign was still "very optimistic." One reason: The Republicans are keeping President Obama and his allies on their toes in Wisconsin.

This weekend, President Obama is making his first trip to the Badger State since February, a sure sign of the state's "tossup" status. The competitiveness of the state this election season is even more remarkable considering that a Republican presidential candidate has not won the state since 1984 and that four years ago then-candidate Obama beat McCain by a solid 56 percent to 42 percent margin there.

Currently, Obama has the support of 50 percent of likely Wisconsin voters compared to 45 percent who are backing Romney, according to a recent NBC News-Wall Street Journal-Marist poll.

"President Obama has a narrow lead in a state he handily carried last time," Lee M. Miringoff, director of The Marist College Institute for Public Opinion said this week. The pollster noted, "slightly greater enthusiasm of Romney backers over Obama supporters, but it's not enough to tip the scales in Romney's direction."

And as the clock ticks down to Nov. 6, there is little time to spare: Voters are already voting in many parts of the country. After this weekend nearly half of all states will have begun some form of early or absentee voting. The first of three presidential debate - held in hotly-contested Colorado where Romney will campaign on Sunday - is just 11 days away and Election Day is only about six weeks off.

Measure of future US activity fell in August

(AP) ? A measure of U.S. economic activity declined in August for the second time in three months, suggesting the economy remains weak.

The Conference Board says its index of leading indicators, designed to forecast future economic activity, dipped 0.1 percent in August after rising 0.5 percent in July and dropping 0.5 percent in June.

The weakness in August came from declines in manufacturing orders, consumer confidence and average weekly manufacturing hours. Conference Board economist Ken Goldstein says the index depicts an economy still facing significant domestic and international weakness.

Hiring has languished this year, and the unemployment rate remains elevated at 8.1 percent. U.S. manufacturing, which had helped pulled the economy out of the Great Recession three years ago, has weakened. Factories have been hurt by a decline in consumer spending and slower global growth that has cut demand for exports.

The overall economy grew at an annual rate of just 1.7 percent in the April-June quarter. Many economists believe growth will stay weak in the second half of this year.

Steven Wood, chief economist at Insight Economics, said the leading indicators report suggests "economic growth over the next six to nine months should be relatively modest with little possibility of a robust rebound."

Last week, the Federal Reserve said it would purchase $40 billion a month in mortgage-backed bonds as long as it deems necessary. The goal of the program is to stimulate the economy by making home-buying more affordable. Chairman Ben Bernanke said the Fed would keep buying the bonds until the job market improves "substantially."
