GOP lawmakers see automatic cuts as leverage

WASHINGTON (AP) ? There's a growing sense of resignation that the country's political leaders will be unable or unwilling to find a way around looming automatic spending cuts despite fresh signs the cuts would threaten the recovering economy.

On one side are conservative Republicans, outnumbered and frustrated, who see the painfully large cuts as leverage in their battle to force Democrats into concessions on the budget. On the other side are President Barack Obama and his Democratic allies, who are pressing to replace some of the cuts with new tax revenues.

The predictable deadlock ? and looming cuts of $85 billion this budget year alone ? has the potential to slam the economy, produce sweeping furloughs and layoffs at federal agencies and threatens hundreds of thousands of private sector jobs.

The cuts would shrink the Pentagon budget by 7 percent and force most domestic agencies to absorb a 5 percent cut concentrated in the last half of the budget year.

Just last year, GOP leaders were among the loudest voices warning of dire consequences for the military and the economy if more than $100 billion in cuts across the board went into effect. Now, even as defense hawks fume, Republicans see the strategy as their best chance of wringing cuts from costly government benefit programs like Medicare that Obama and his Democratic allies in Congress have been reluctant to touch.

The move is fraught with risk. Some $43 billion would be cut from the Pentagon budget between March and October if battling Democrats and Republicans can't agree on an alternative. Equal cuts would hit domestic programs, although the health care programs that are major drivers of future deficits are largely exempt.

"Talk about letting the sequester kick in, as though that were an acceptable thing, belies where Republicans were on this issue not that long ago," White House Press Secretary Jay Carney said Wednesday. "This is sort of political brinksmanship of the kind that results in one primary victim, and that's American taxpayers ? the American middle class."

The automatic cuts, known as a "sequester" in Washington-speak, are the penalty for the failures of the 2011 deficit "supercommittee" and subsequent rounds of budget talks to produce an agreement.

Along with the threatened expiration of Bush-era tax cuts, the spending cuts were a major element of the so-called fiscal cliff crisis that gripped the country at the new year. While most of the tax cuts ? except for upper-bracket income ? were made permanent, negotiators could only agree on a two-month reprieve to the sequester after finding $24 billion in replacement money that reduced this year's round of cuts from $109 billion to $85 billion. Eight more years of cuts, totaling almost $1 trillion, still remain.

The austerity, economists say, would slow down the economy. Under a formula by the Congressional Budget Office, a $43 billion cut in defense spending could cost 300,000 jobs this year.

"In terms of the political dynamic here, defense spending is only 20 percent of the federal budget, but it's taking 50 percent of the cuts, which means it's going to be hitting the Republicans a lot harder than the Democrats," said defense analyst Loren Thompson of the Lexington Institute think tank.

On Wednesday, the government reported that the economy shrank by 0.1 percent in the last quarter of 2012 and said a slowdown in defense spending and uncertainty over the automatic spending cuts could have kicked in at the start of the year.

Last year, Republicans issued dire warnings of the impact the cuts would have. Defense hawks like Sens. John McCain, R-Ariz., and Lindsey Graham, R-S.C., made campaign tours in political swing states like Virginia and Florida lambasting the cuts, warning that the reductions would hollow out the Pentagon and cost many thousands of jobs. They reminded voters that the sequester was an idea developed by Democrats during 2011 negotiations on increasing the government's borrowing cap.

"The White House is responsible for the 'sequester' that threatens our national security," House Speaker John Boehner, R-Ohio, said in September. "History has taught us we can't continue with policies that jeopardize our defenses or weaken our economy."

This year's GOP move to embrace the sequester was hatched at a recent strategy retreat for House Republicans in Williamsburg, Va. Much of the retreat was devoted to coming up with a way to solve a more urgent issue: finding a way to get the tea party-infused House to again increase the debt limit and prevent an economically devastating, first-ever default on U.S. obligations. The party agreed on a strategy to punt the debt dilemma until May or later and instead use the sequester as leverage in the budget debate.

A senior House GOP aide, who spoke on condition of anonymity to discuss party strategy, said some Republicans see the sequester as their best opportunity to achieve spending cuts. That strategy, however, is rife with potential to split open the Republican Party and pits the defense hawks against the tea party.

How people would actually react should the across-the-board cuts hit is anyone's guess. But it's not lost on anyone with institutional history that Republicans got creamed in a similar situation in 1995-96 when they sparked a partial government shutdown under the leadership of House Speaker Newt Gingrich, R-Ga.

On Tuesday, Senate Majority Harry Reid, D-Nev., said the warring parties should try to figure it all out, but he set up a clash with Republicans over using new taxes to fix the problem.

Reid said the sequester cuts should be replaced "in short increments" with spending cuts and revenues like repealing oil and gas subsidies, which were discussed in earlier negotiations.

"There are many low-hanging pieces of fruit out there that Republicans have said they agreed on previously," Reid said. There's a lot of things we can do out there, and we're going to make an effort to make sure that there is ? sequestration is ? involves revenue."

NASA's Cassini watches Saturn storm choke on its own tail

Jan. 31, 2013 ? Call it a Saturnian version of the Ouroboros, the mythical serpent that bites its own tail. In a new paper that provides the most detail yet about the life and death of a monstrous thunder-and-lightning storm on Saturn, scientists from NASA's Cassini mission describe how the massive storm churned around the planet until it encountered its own tail and sputtered out. It is the first time scientists have observed a storm consume itself in this way anywhere in the solar system.

"This Saturn storm behaved like a terrestrial hurricane -- but with a twist unique to Saturn," said Andrew Ingersoll, a Cassini imaging team member based at the California Institute of Technology, Pasadena, who is a co-author on the new paper in the journal Icarus. "Even the giant storms at Jupiter don't consume themselves like this, which goes to show that nature can play many awe-inspiring variations on a theme and surprise us again and again."

Earth's hurricanes feed off the energy of warm water and leave a cold-water wake. This storm in Saturn's northern hemisphere also feasted off warm "air" in the gas giant's atmosphere. The storm, first detected on Dec. 5, 2010, and tracked by Cassini's radio and plasma wave subsystem and imaging cameras, erupted around 33 degrees north latitude. Shortly after the bright, turbulent head of the storm emerged and started moving west, it spawned a clockwise-spinning vortex that drifted much more slowly. Within months, the storm wrapped around the planet at that latitude, stretching about 190,000 miles (300,000 kilometers) in circumference, thundering and throwing lightning along the way.

Terrestrial storms have never run into their own wakes -- they encounter topographic features like mountains first and expend themselves. But Saturn has no land to stop its hurricanes. The bright, turbulent storm head was able to chomp all the way around the planet. It was only when the head of the storm ran into the vortex in June 2011 that the massive, convective storm faded away. Why the encounter would shut down the storm is still a mystery.

By Aug. 28, after 267 days, the Saturn storm stopped thundering for good. While Cassini's infrared detectors continue to track some lingering effects in higher layers of Saturn's atmosphere, the troposphere -- which is the weather-producing layer, lower in the atmosphere -- has been quiet at that latitude.

"This thunder-and-lightning storm on Saturn was a beast," said Kunio Sayanagi, the paper's lead author and a Cassini imaging team associate at Hampton University in Virginia. "The storm maintained its intensity for an unusually long time. The storm head itself thrashed for 201 days, and its updraft erupted with an intensity that would have sucked out the entire volume of Earth's atmosphere in 150 days. And it also created the largest vortex ever observed in the troposphere of Saturn, expanding up to 7,500 miles [12,000 kilometers] across."

The vortex grew to be as large as the giant storm known as Oval BA on Jupiter. But Oval BA and Jupiter's more famous storm -- the Great Red Spot -- are not thunder-and-lightning storms. Jupiter's storms also have a quiet center, unlike the violence at the center of Saturn's storms.

"Cassini's stay in the Saturn system has enabled us to marvel at the power of this storm," said Scott Edgington, Cassini's deputy project scientist at NASA's Jet Propulsion Laboratory in Pasadena, Calif. "We had front-row seats to a wonderful adventure movie and got to watch the whole plot from start to finish. These kinds of data help scientists compare weather patterns around our solar system and learn what sustains and extinguishes them."

This storm was the longest running of the massive storms that appear to break out in Saturn's northern hemisphere once every Saturn year (30 Earth years). The longest storm of any size ever detected on Saturn actually unfolded over 334 days in 2009 in an area known as "Storm Alley" in the southern hemisphere, but it was about 100 times smaller in area than the latest northern storm.

The Cassini-Huygens mission is a cooperative project of NASA, the European Space Agency and the Italian Space Agency. JPL manages the mission for NASA's Science Mission Directorate, Washington. The Cassini orbiter and its two onboard cameras were designed, developed and assembled at JPL. The imaging team consists of scientists from the U.S., England, France and Germany. The imaging operations center is based at the Space Science Institute in Boulder, Colo.

?Dazed and Confused? star Jason London has been arrested in Arizona and charged with assault and disorderly conduct over a bar room fracas in which he is accused of throwing punches and later defecating in a patrol car on his way to jail, a police report showed on Tuesday.

The 40-year-old actor, who played the main character of Randall ?Pink? Floyd in the 1993 coming-of-age comedy ?Dazed and Confused,? responded on Twitter that he was attacked and injured and that the allegations against him were false.

?I would never say or do the crap they are reporting,? he said in the message on Tuesday. ?Have faith in me. The truth will come out and you will see.?

?Some guy thought I was hitting on his girl and had me jumped,? London tweeted. ?My wife was in the next room, had no idea what even happened. I hate Arizona.? London is married to actress Sofia Karstens.

Police said London was at the Martini Ranch bar in the Phoenix suburb of Scottsdale on Sunday when an unidentified person complained London had sneezed on him and the person asked him to apologize.

Instead of apologizing, London punched the person, the report from Scottsdale police said. He was escorted out by bouncers and during that time he hit them, leading the security guards to ?defend themselves? against London, it added.

A 26-year-old Martini Ranch bouncer, whose name was not released, was listed by police as a victim in the incident. London was charged with assault with intent to injure and disorderly conduct, the report said.

?London showed obvious signs and symptoms of extreme alcohol impairment,? one of the responding officers wrote in the report.

Because of swelling and bruising around his right eye from the fracas, London was seen by paramedics but ?became belligerent and started cursing? at them, the report said.

While seated in the back of the patrol car on the way to jail, one of the officers saw London ?lean to the left and defecate in his pants? after the actor complained about the odour in the vehicle, the police report said.

London has in recent years had a number of guest appearances on television shows, such as the political drama ?Scandal.? In 2000, he starred in the TV movie ?Jason and the Argonauts? and in 1999 was in horror movie ?The Rage: Carrie 2.?

Smart organizations should also be stupid, according to new theory

Jan. 28, 2013 ? Critical reflection and shrewdness can help companies to avoid crises, but sometimes good old-fashioned stupidity can serve an important function in raising the efficiency of an organisation, claims Mats Alvesson, Professor of Organisation Studies at the School of Economics and Management, Lund University, Sweden, in a new theory of 'functional stupidity' that has been published in the Journal of Management Studies.

"We see functional stupidity as the absence of critical reflection. It is a state of unity and consensus that makes employees in an organisation avoid questioning decisions, structures and visions," says Mats Alvesson. "Paradoxically, this sometimes helps to raise productivity in an organisation."

Together with colleague Andr? Spicer, Mats Alvesson has written an article entitled 'A Stupidity-Based Theory of Organisations', which was recently published in the Journal of Management Studies and has been featured in the Financial Times. In the article, he expounds the logic behind 'functional stupidity'.

"It is a double-edged sword. It is functional because it has some advantages and makes people concentrate enthusiastically on the task in hand. It is stupid because risks and problems may arise when people do not pose critical questions about what they and the organisation are doing."

The state is partly a consequence of a kind of 'stupidity management', which suppresses and marginalises doubt and blocks open communication within the organisation. The parallels with some companies' sudden financial crashes in recent years are clear.

"Short-term use of intellectual resources, consensus and an absence of disquieting questions about decisions and structures may oil the organisational machinery and contribute to harmony and increased productivity in a company. However, it may also be its downfall."

According to the researchers, some industries are more stupid than others. Organisations that make a virtue of their staff's wisdom and sell intangible services or branded products, such as parts of the mass media, the fashion industry and consultancy firms, are highlighted as being particularly disposed to develop functional stupidity.

"Functional stupidity is prominent in economies that are dominated by persuasion using images and symbolic manipulation. It is preferable that people have an enthusiastic belief in an activity which may not necessarily fulfil a need. New management may be required to manage the fine balance and possible pitfalls of functional stupidity," says Mats Alvesson.

Vienna museum invites nudists to see "Naked Men"

(Reuters) - Vienna's Leopold Museum will welcome naked viewers from the public in an after-hours showing of its controversial and popular exhibit "Naked Men", a spokesman said on Tuesday.

The Leopold, known for its unrivalled collection of works by Austrian artist Egon Schiele, was inspired to invite the public to get naked after an inquiry from a group of German nudists.

"There was a request by an association from Germany for a nude guided tour," the spokesman said. "We thought about it, and decided it would be a good idea to have a special nude viewing open to the public."

But he dissuaded any members of the public from dropping by just to gawk at the visiting nudists.

"If you are not a nudist you are welcome to come clothed. But we don't want voyeurs so it's better not to be clothed."

The exhibition, which has been extended to run until March 4, is designed to show the diverse and changing depictions of male nudity in art history.

Among its exhibits is a grotesque self-portrait by Schiele, and a photograph called "Vive La France" of three men of different races wearing nothing but blue, white and red socks and soccer boots.

Together with a special exhibition to commemorate the 150th birthday of Viennese painter Gustav Klimt, "Naked Men" helped boost visitor numbers at the Leopold by 17 percent to more than 364,000 last year.

"We noticed a large increase in young people attending the museum, about 10 percent more," said the spokesman. "Having both "Naked Men" and "Klimt: Up Close and Personal" brought a lot of people in this past year."

A German museum-goer was even inspired to imitate the art and strip naked while walking around the exhibition in December. Visitors appeared undisturbed, assuming he belonged to the show.

However, "Naked Men" has caused controversy among more conservative elements of Austrian society.

In October, the Leopold bowed to pressure and covered up the genitalia of the three nude male soccer players used on large publicity posters around the city after they caused outrage among parents and religious groups.

"Their reaction is not a part of liberal thinking in the 21st century," the spokesman said.

"This is an unprecedented exhibition of male nudity here in Austria, something no other country has done," he added. "Hopefully it will be replicated around the world."

Just on the side of?Minor Basilica of St. Lorenzo Ruiz or popularly known as Binondo Church,?Ramada Manila Central?is really not that hard to find and actually safe to locate. With an ambiance for luxurious travelers and deep-pocketed backpackers, this hotel offered me and my friends a relaxing and enjoyable stay that we would love to experience again and again.

Upon entering the lobby of this modern-styled hotel, you'll immediately feel the Filipino-Chinese ambiance complete with a funky vibe made by its classy interior design. With colors that are truly a Ramada, you'll be at home immediately and just can't wait to check out your room - we can't wait to check out our rooms. From shopping some lucky charms and trinkets perfect for personal use or home decors, to purchasing some fresh fruits from the sidewalk vendors that give great bargain, to munching the best Chinese dishes that you'll never get tired of having - it was indeed an Old Manila Walks experience the thrifty way! Hihihi. That day, we enjoyed some of the amazing offering of Wai Ying Fastfood, which is located a block away from Ramada Manila Central. It is famous for its asado, but if you are in for some great Chinese food bingeing, I suggest that you also have their fried dimsums, beef noodles and my favorite bola-bola siopao! I love this place!?

But the best part of our dining experience there was when the bill came, we spent less than a thousand, including our take homes for ?our midnight snack! Hahahaha! Winner!

During that time, Ramada Manila Central's dining rooms were packed so we opt to eat outside, but if ever you visit the place and there are rooms for you, I'm still suggesting that you try their dishes too to know the difference. Their upper dining place, which is called Luna, offers an al fresco dining with the wonderful Manila Bay skyline, which is just so romantic!

But if you opt a more formal style, the News Cafe has this New York Times theme, perfect for some casual business meetings. :-)

So, I guess its time for you all to Rediscover Binondo, and start it by booking a room on its latest accommodation perfect to give you the most luxurious staycation at the oldest Chinatown in the Philippines - Binondo!

Democrats, Don?t Freak Out!

Sound the alarm! Democrats are on high alert! Josh Marshall calls it a big, big deal. Eric Kleefeld says if the blueprint were in place last November, the GOP would have ?stolen 2012 for Mitt Romney.? Steve Benen of the Maddow Blog calls it a ?democracy-crushing scheme? showing that ?the will of the voters and the consent of the governed are now antiquated concepts that Republicans no longer value.?

They?re all talking about potential plans to change the method for electing the president in states like Virginia, Wisconsin, and Pennsylvania?states that have Republican legislatures and governors but voted for Obama in 2012. Instead of awarding all of the state?s Electoral College votes to the presidential candidate getting the most votes in each of these states, under the proposed plans most of the Electoral College votes would be awarded to the winner in each congressional district?and thanks to Republican gerrymandering of those districts, such a scheme would be a windfall for Republicans.

This plan would be deeply concerning if Republicans were really going to enact it. But the same self-interest that is leading Republicans to consider this move is also going to lead most of them to abandon it almost everywhere. The Great Democratic Freak-out is unjustified. But it is not without its usefulness, because it reminds wavering Republicans what they will face if they go down the road of unilateral Electoral College reform.

?Let?s start with the basics. In just about every U.S. election, the candidate who gets the most votes in the general election wins. Presidential elections are, of course, different: Each state gets assigned a number of Electoral College votes equal to the number of representatives and senators from that state. Besides two senators, the number of representatives depends on population, with more populous states getting more members of Congress.

The U.S. Constitution?s Article II gives each state?s legislature the power to set the rules for choosing electors. In most states, the legislature has put in place a rule to give all of the state?s Electoral College votes to the presidential candidate getting the most votes statewide. In Maine and Nebraska, they assign two of their votes to the statewide winner, and the rest by district?the same kind of arrangement under consideration by this new wave of Republican-dominated states.

Article II gives the legislature very broad power to pick the rules for choosing presidential electors. These bodies could even take the right away from the voters and allocate the state?s Electoral College votes itself?something the Supreme Court reaffirmed in its controversial Bush v. Gore decision in 2000. So despite all the talk of Republicans ?rigging? the system by possibly changing these rules, there?s nothing unconstitutional about switching to this method of choosing presidential electors. (In fact, a number of Democratic state legislatures, including California, have adopted the National Popular Vote plan, which would pledge all the participating states? electors to the presidential candidate getting the most votes nationwide once enough other states adopt it.)

What?s going to stop these changes to the electoral system is not law, but politics. Republicans have a lot to lose by going down this road, which is why Florida?s legislative leaders have already balked at it. It?s also why you don?t see Republican legislatures simply reallocating Electoral College votes to themselves.

First, it is wrong to assume, as the right?s National Review and the left?s Think Progress have, that Mitt Romney would have won had this rule been in place. As Donald Rumsfeld might say, you go into a campaign with the Electoral College rules you have, not the rules you wish them to be. The Obama and Romney campaigns would have campaigned very differently in these states if they were under a district system, targeting not voters across the state, but voters in the key districts needed to win the election. Yes, Republican gerrymandering of districts would have given the GOP some advantage, but it is far from clear it would have been enough to defeat the Obama campaign machine.

Think about it: The last thing Republican legislators want is national Democratic campaigns scrounging for every vote in conservative-leaning districts. Fewer Republicans will win legislative and Congressional seats because Republican districts will become more competitive by design. Why would Republican legislators vote for a plan that will make it harder for them to keep their jobs?

Further, adopting such a system immediately turns a battleground state into a less important state. If all that?s up for grabs in Ohio are the three or four marginal Electoral College votes, then the presidential campaigns pay less attention to Ohio, and Ohio gets fewer promises and benefits from presidential candidates coming through. Such a plan is not good for those states that cherish being crucial to presidential election outcomes?states like Virginia, Wisconsin, and Pennsylvania.

In addition, the districting plan adopted in most of the swing states is a kind of unilateral disarmament. It is a sign of defeatism, an admission that the Republican Party no longer expects to win presidential elections in the state. Giving up on capturing a state?s full complement of Electoral College votes will make it harder in close elections for Republican presidential candidates to put together the number of votes they need to win the election. Do Republicans really want to give up on Virginia and Wisconsin? It might make sense on these grounds for Republicans to adopt this plan in Pennsylvania, but all of the other states are just too competitive to take this risk.

And finally, there is the risk of backlash, and this is where the Democratic freak-out comes into play. Republicans seem to have overplayed their hands in the 2012 election, adopting controversial voter identification, voter registration, and early voting rules intended to make it harder for Democrats to vote. To some extent these efforts in the voting wars backfired, subjecting Republicans to public criticism and some judicial reversals, and inspiring increased Democratic turnout to the polls. If Republicans proceed with these plans, any ?rigging? or ?gaming? of the Electoral College rules will be played up the same way by Democrats: Republicans can?t win fair and square, so they have to manipulate the rules.

We will soon learn whether rational Republicans will put the brakes on Electoral College reform. The Washington Post says the Virginia Legislature is considering changing the rules as early as next week. The Department of Justice could move to block the plan under the Voting Rights Act, but that path is uncertain. Regardless, the Great Democratic Freak-out makes the attempt to rejigger the rules much more costly, and if it does occur, the so-called reform could be self-defeating. Indeed, years from now Virginia?s Republican legislators may remember that day as the day they first began to return the state house back to the Democrats. And a Democratic state Legislature would probably reverse the rules anyway.

Daily Kos: Credit card processor no longer doing business with ...

Some gun dealers may be finding it more difficult to sell their wares online. ? A gun salesman near Nashville found out yesterday that Intuit Payment Solutions no longer wants to do business with online gun dealers.

"We go through all the hoops and all the steps and at the end of the day it's still a struggle to get the same services anybody else would," said Nick McMillan.

He owns Leiper's Fork Firearms. It is a small gun dealership McMillan runs out of his home.

"We're set up like a business, just like every other small business out there," he said.

McMillan is a has a federal firearms license and is heavily regulated by both the state and federal governments.

But McMillan received an email from Intuit Payment solutions informing him the company was no longer interested in processing his credit card sales.

"They either reviewed several accounts, or it was a company wide policy, because I wasn't the only federal firearms license dealer that got pushed out the other day," McMillan said.

According to the email McMillan and several other gun dealers got, Intuit is no longer willing to process payments for guns that aren't purchased face-to-face. ?McMillan thinks that Intuit simply doesn't want to deal with any bad publicity in the event of another tragedy.

Good for Intuit. ?Until we make it tougher for those who have no business having guns to get them, this more than makes sense. ?Hopefully other credit card processors will step up.

Patriots Super Bowl Window Closing (But Perhaps Not As Fast As Critics Think)

Another year, another playoff loss for the Patriots. The hooded menace and his star quarterback are on the decline. So long, Patriots Dynasty.

Sound familiar?

Despite not registering fewer than 10 regular-season wins in any year since they last won the Super Bowl after the 2004 season, every campaign without a ticker tape parade is treated as the proof that the Belichick-Brady era is over. It was supposedly finished for them last year after their Super Bowl loss to the New York Giants. The sky was also falling after a postseason loss at home to the Jets the season before that. The dynasty was also over the year before that. And the year before that.

For all the annual doom and gloom, it's not as if the Patriots have completely fallen out of contention. Even with the Patriots' 8-7 postseason record after the last Super Bowl win of the Brady-Belichick era, that number still shows they have a good chance to win it all every year. The Pats won 12 games in the regular season this year. They won 13 last year. 14 the year before that. 10 before that.

Yes, Bill Belichick and Tom Brady's postseason numbers since New England's last championship look a lot different than their early years. The Pats looked unstoppable in the postseason when Brady first took. By 2004, the duo was 9-0 in the playoffs with three Super Bowl wins, two of which Brady was named MVP. Since then, he's 8-7 in the playoffs with two Super Bowl losses. Three of those postseason defeats came at Foxboro. And when Brady was out for a season, the Matt Cassel-led Patriots lost in the first round to Baltimore, 30-7.


So go ahead and talk about the end of the Brady-Belichick era. Keep talking about Brady's age. Keep going on and on about how their window is closing. Sure. But how many AFC teams will enter next season markedly better than the Pats? Maybe Baltimore and Pittsburgh. Maybe Denver (Peyton is 36).

The younger players on the Patriots are less concerned with the team's relationship to the previous winning clubs and more concerned with creating a new legacy.

?That whole era is over with. It?s gone. So this is a whole new team," Patriots defensive end Rob Ninkovich told WEEI one day after the AFC title game. "It?s a different bunch of guys. We all have to experience it and learn for ourselves what it?s like."

Public Speaking Tips: It&#39;s OK to Use Notes | BulletProof Presentations

Remember the minor scandal that erupted when President Obama and Chief Justice John Roberts flubbed the lines of the Oath of Office in 2009? Afterward I suggested that it would have been wise for Roberts to have used a script or at least had some notes handy if he needed to consult them. The problem with reciting legalistic language like an oath?or wedding vows, for that matter?is that?you have to get it exactly right, even though it doesn?t exactly sound or feel natural. Otherwise you run the risk of having to redo the ceremony (like they did at the White House in 2009), just to make sure it takes.

So I was excited to see that the official swearing on Sunday went off without a hitch, and that Roberts had come to his senses and used notes. Too bad they didn?t leave it at that. Unfortunately, the big ceremonial oath that was televised on Monday didn?t go quite as smoothly. Obama gets a little lost and swallows his words on the phrase ?the office of President of the United States.? It wasn?t a disaster, but I?m sure it wasn?t the performance he wanted to give. Especially after what happened four years ago. At least this time they had the sense to hold the legal ceremony the day before.

It just goes to show you that even talented people who are used to speaking in public can get flustered by the stress of important events. If you have to make a public statement that you have to get exactly right, if the stakes are high or if the words you have to say are complicated or hard to remember because they aren?t your own, there?s no shame in using notes to help you keep your place. If you?re introducing someone and there?s even a remote chance that you?ll get their name wrong, please just write it somewhere that you?ll have it in front of you. I can?t tell you how many times I?ve been introduced as ?Corey.?

You certainly don?t want to read an entire speech to an audience without ever making eye contact with them, but notes, an outline, or a short text that you want to quote verbatim can be very helpful. Just try to use them unobtrusively and naturally. Chances are people won?t even think twice about it, and using a few notes are definitely better than potentially provoking a constitutional crisis.

Teenagers avoid early alcohol misuse through personality management

Jan. 23, 2013 ? Personality-targeted interventions delivered by trained teachers and school staff decrease alcohol misuse in at-risk teens and delay their classmates' alcohol uptake.

In a study published in the very first issue of the new journal JAMA Psychiatry, researchers from Sainte-Justine University Hospital Center, University of Montreal and King's College London have shown that personality-targeted school interventions delivered to high risk adolescents manage to reduce and postpone problem drinking, which is responsible for 9% of the deaths in young people between the ages of 15 and 29 in developed countries. Furthermore, by delaying alcohol uptake in at-risk youth, low-risk youth apparently gain group immunity due to reduced drinking within their social network.

"Two factors determine problem drinking: personality and peer pressure," explains Dr. Patricia Conrod, the study's first author, who supports the assumption that approaching at-risk youth from the angle of mental health rather than information on the dangers of alcohol is more effective at preventing early-onset alcohol misuse. "Teaching young people how to better manage their personality traits or vulnerabilities helps them make the right decisions in given situations," she explained, "whether it is a matter of overcoming their fears, managing thoughts that make them very emotional, controlling their compulsions, analyzing objectively the intentions of others or improving their self-perception."

The researcher conducted a two-year study called Adventure in which high-school school staff in London, England, were trained to intervene with their ninth grade students (median age of 13.7 years) in order to determine whether their intervention could reduce or postpone the participants' misuse of alcohol in the long term. The development of consumption patterns was measured by observing the drinking rates, problem drinking rates, binge drinking rates, and growth in binge-drinking rates. In addition, the study also attempted to examine a possible group ("herd") immunity effect associated with these interventions.

Participating schools were divided into two groups (control and intervention). The "intervention" school group conducted the intervention at the beginning of the study, whereas the "control" school group benefited from the program and training later on. Out of the total sample, 1,210 students were identified as being more at risk of developing future alcohol dependence after having filled out a personality questionnaire. They presented at least one of the following personality profiles: "anxiety-sensitivity," "hopelessness," "impulsivity" or "sensation-seeking." Trained school facilitators met these students during two brief personalized group sessions and asked them, based on their personality profile, to describe their reactions to various real-life scenarios and try to react to them in a different way.

"The advantage of this approach is that it is easy to implement as opposed to community-based approaches. Teachers can be trained to implement the program and closely adhere to its objectives very effectively, especially since only two interventions are required," explained Dr. Conrod.

A similar study is now under way in 32 high schools in Montreal, Canada. The study is also adding a component that analyses youth styles of thinking. Schools interested in taking part in the program can visit the project's website at:

S.African govt not threatening mining firms: Zuma

DAVOS, Switzerland (Reuters) - The South African government needs to "engage" with platinum and gold mining firms about proposed shaft closures and mass lay-offs and is not threatening them with licence reviews, President Jacob Zuma said on Wednesday.

"We are not making any threat to anyone. We are saying: 'Let us come together, let us discuss. This affects all of us. It does not affect companies only,'" he told Reuters on the sidelines of the World Economic Forum in Davos.

Zuma's comments strike a more conciliatory tone than the prevailing rhetoric from Pretoria in the wake of Anglo American Platinum's announcement this month of plans to mothball shafts and lay off 14,000 workers as part of a restructuring by parent company Anglo American.

In an unscripted tirade against the company shortly after its announcement, mining minister Susan Shabangu accused Amplats management of keeping the government in the dark and betraying its trust.

The ruling ANC also attacked the restructuring as "cynical and dangerous" and said it justified a review of mining licences across the industry, which is still largely controlled by South Africa's white minority.

Party secretary-general Gwede Mantashe kept up the pressure this week, telling South African radio that Anglo had "stolen our money" - remarks that helped knock 2 percent off the global mining giant's share price.

However, Zuma made clear that no rash decisions should be taken by either side.

"I don't think we should say either government should make unilateral decisions - for example the licenses - or that companies should have unilateral power to say 'Because our company is in trouble, without consulting anybody, just take action'," he said.

"We are a constitutional democracy. We must engage."

South Africa's mining sector employs 500,000 people and accounts for more than 6 percent of GDP but suffered the worst industrial unrest since apartheid last year, including the police killing of 34 strikers at Lonmin's Marikana platinum mine in August.

Journal of Unsolved Questions presents 5th issue on 'scientific labor'

In its recently published 5th issue, the Journal of Unsolved Questions (JUnQ) invites readers to take a look behind the doors of researchers' offices and laboratories, presenting "reports from the academic workforce". Researchers from archeology to neurology were invited to reflect upon "Scientific Labor". With this cover topic, JUnQ continues its endeavor to promote a realistic view of academic work.

The actual day-to-day business of producing scientific knowledge is not always about success. Many research projects are unsuccessful stories producing ambiguous or 'null'-results that do not lead to unambiguous conclusions. Current publication practices often neglect this fact, since only positive results and clear conclusions have a chance to get published in scientific journals. JUnQ has set out to change this, gathering null-result research and open problems and offering a platform to communicate projects which just did not work, ambiguous data without exaggeration, and investigations which raise more questions than they answer.

The journal was founded in 2010 by doctoral students of the Graduate School of Excellence "Materials Science in Mainz" (MAINZ) in cooperation with scientists from around Europe. Since then, a total of 25 scientific contributions from various fields of research featuring null-results were published from international scientists. To provide legal stands, the non-profit organization JUnQ e. V. was founded in 2011.

In 2012, JUnQ was awarded the German Prize of Ideas (DeutscherIdeenPreis), which shows the great impact of the journal as well as its ideas of making null-results publishable in an open access community. JUnQ is published biannually as an open access journal.

The 5th issue of JUnQ is available online; a print edition can be obtained through the office of the MAINZ Graduate School of Excellence. Furthermore a promotion is planned for 28 January and 5 February 2013 during lunch time in the Mensa building at Johannes Gutenberg-University Mainz, where printed issues will be available. The next issue will be released on July 1, 2013.

French seize control of 2 key Mali towns

DIABALY, Mali (AP) ? French troops in armored personnel carriers rolled through the streets of Diabaly on Monday, winning praise from residents of this besieged town after Malian forces retook control of it with French help a week after radical Islamists invaded.

The Islamists also have deserted the town of Douentza, which they had held since September, according to a local official who said French and Malian forces arrived there on Monday as well.

The militants' occupation of Diabaly marked their deepest encroachment into government-held territory, and Monday's retaking of the town is a significant victory for the French-led intervention.

Diabaly, located about 320 miles (460 kilometers) north of the capital of Bamako, fell into rebel hands on Jan. 14. Residents said those who fled in the aftermath were forced to escape on foot through rice fields.

"We are truly really grateful to the French who came in the nick of time," said Gaoussou Kone, 34, the head of a local youth association. "Without the French, not only would there no longer be a Diabaly, there would soon no longer be a Mali. These people wanted to go all the way to Bamako."

On Monday, all that remained of the Islamists were the charred shells of their vehicles destroyed by the French air strikes. Three of them were clustered in one location, the machine gun cannon of one still pointing skyward.

The cluster of rebel vehicles was directly in front of the home of an elderly man, Adama Nantoume, who said the French bombs started falling at around 11 p.m. the same day that the Islamists occupied Diabaly.

"I was at home, sitting like this against the wall," he said, showing how he had hugged his knees to his chest in a fetal position. "The plane came and the bombs started to fall. After that, I saw that the cars had caught on fire. And the explosions were so loud that for awhile I thought I had gone deaf. I was suffocated by the smoke and the light burned my eyes. The gas made me cry."

Islamists had seized Diabaly just days after the French began their military operation on Jan. 11. The offensive is aimed at stopping the Islamists from encroaching toward the capital in Mali's south from their strongholds in the vast, desert north where they have been amputating the hands of thieves and forcing women to wear veils over the last nine months.

Malian military officials reported late Saturday that they had retaken the town after Islamists fled, but French officials later said Sunday that the town had not been recaptured.

On Monday, about 200 French infantrymen supported by six combat helicopters and reconnaissance planes made their way to Diabaly.

Associated Press reporters saw French troops in camouflage uniforms take up positions in front of a Malian military camp in the town on Monday.

"With the help of the French troops it's reassuring, but we must search, and search some more. There may still be a few pockets of enemy resistance," said a Malian army commander who gave only his last name, Samassa.

The Islamist fighters had insinuated themselves with civilians before leaving, so there was a possibility that some had remained. Malian soldiers on Diabaly's outskirts set up a roadblock south of the town where they checked the identity papers of travelers.

Farther north in Douentza, local town adviser Sali Maiga told The Associated Press that French and Malian forces came into the town around 11 a.m. local time to find no sign of the Islamist rebels.

The militants, who captured Douentza back in September, had deserted the town last week, Maiga said.

In an interview with France-5 TV, French Defense Minister Jean-Yves Le Drian said the air strikes in Mali had caused "significant" ? though unspecified ? losses among the jihadists, and only minor skirmishes involved French forces on the ground.

Meanwhile, the extremist group behind the deadly hostage crisis in Algeria threatened more attacks against foreign targets if France does not bring an immediate halt to its military operation in Mali.

In a statement, the Masked Brigade warned of more such attacks against any country backing France's military intervention in Mali.

"We promise all the countries that participated in the Crusader campaign ... that we will carry out more operations if they do not reverse their decision," it said, according to a transcript released by SITE Intelligence Group.

France has said that African nations must take the lead though it could be some weeks before they are ready to do so.

France has said that some 400 troops from Nigeria, Togo and Benin had arrived Sunday in Bamako to help train an African force for Mali. Troops from Chad, who are considered hardened fighters familiar with the desert-like terrain of northern Mali, also have arrived, Le Drian said.

A top official with the West African regional bloc said Sunday the cost of the African intervention could top $500 million.

ECOWAS Commission President Kadre Desire Ouedraogo, who gave an interview to state television in Ivory Coast, said the initial estimate "may vary depending on the needs" of the mission and the situation on the ground.
