Voters in Kyrgyzstan cast presidential ballots (AP)

BISHKEK, Kyrgyzstan ? Voters in the turbulent Central Asian nation of Kyrgyzstan headed to polling stations Sunday to cast their ballots in a presidential election that could set a democratic precedent for the region.

Three main contenders are vying for victory in the vote, which pits front-runner Almazbek Atambayev against two popular nationalist politicians ? Kamchibek Tashiyev and Adakhan Madumarov.

Outgoing President Roza Otunbayeva, a seasoned diplomat who served as ambassador in Washington and London and has been running the country as interim leader since 2010, will step down later this year to make way for the election winner. That sets the stage for the first peaceful transition of power in the economically struggling ex-Soviet nation's history.

Kyrgyzstan, an impoverished nation of around 5 million people on China's western fringes, is home to both U.S. and Russian military air bases, making its fortunes the subject of lively international interest.

If nobody garners more than 50 percent of ballots in the election, a runoff will have to be held within a month between the two top vote-getters.

Atambayev, who had the best-funded campaign and enjoyed significant public exposure by serving as prime minister until last month, said he hoped everything would be settled within one round.

"I have bright hopes, it is time for our country to live, achieve harmony and flourish. People are tired of political battles and meetings," he said after voting.

The election is the culmination of a movement for political reform away from the strong authoritarian model that has prevailed in the country since independence in 1991.

Over the last two decades, elections have been purely formal exercises designed to lend a threadbare veil of legitimacy to the ruling elite. Former strongman leader Kurmanbek Bakiyev and his predecessor, mathematician Askar Akayev, left office only after being literally chased out of by angry mobs.

Speaking after casting her ballot at a music college in the capital, Bishkek, Otunbayeva said the election would consolidate the parliamentary system adopted under constitutional reforms approved last year.

"What is important is that we have chosen parliamentary governance in our country," Otunbayeva told The Associated Press, speaking in English. "People will choose the route of freedom ? freedom of speech, freedom of assembly."

That sentiment was echoed by Atambayev.

"Over the course of 20 years, we have seen that we don't need absolute power that is transformed into a dictatorship," Atambayev said after voting.

Walburga Habsburg Douglas, who is leading the Organization for Security and Cooperation's observer mission, said Otunbayeva's decision to step down will be a boost for the development of democracy in Central Asia, where most countries are ruled by authoritarian presidents.

"I think this (will) be a very good example for other countries in the region," said Habsburg Douglas.

While the election has been hailed by many as a victory for democracy, many are concerned that the vote could lay bare interregional divisions. Atambayev's following is mainly in the north, while his nationalist opponents' main base of support is in the south.

Southern Kyrgyzstan, which lies along a major route for heroin trafficked northward from nearby Afghanistan, has seen waves of political unrest over the past year and was the site of ethnic clashes last summer in which hundreds of people, mainly minority ethnic Uzbeks, were killed.

Madumarov and Tashiyev have repeatedly leveled accusations of possible vote-rigging ahead of the election.

"The main thing is that should be no evidence of fraud and the election results must not be falsified," Tashiyev said Sunday.

Electioneering has been relatively low-key and voters at Kyrgyz National University in Bishkek early Sunday seemed largely fatalistic about the outcome.

"These elections are important for the politicians, but not really for the simple people," said 19-year old journalism student Manas Aslanbekov. "It is clear who is going to win, it is the person who has the most money."

Michael Lohan Denied Bail, Torn a New One By Judge


Michael Lohan's hilarious arrest the other night earned him a 6-5 career lead over daughter Lindsay in number of entries in our celebrity mug shots gallery.

It also got him his ass handed to him by a judge.

Jailed twice in the past week, MiLo appeared in court Friday, making excuses about why he violated a restraining order barring him from contacting his ex.

The judge was far from moved, given that Lohan took all of a few hours to break the rules the last time he was out on bail, so he was denied it this time.

In a wheelchair after spraining his foot trying to flee the cops by jumping off a balcony (seriously), and handcuffed, Mike had his lawyer plead his case.

Chevron Corp.'s quarterly profit more than doubled as a jump in petroleum prices made up for declining production.

Chevron, the second-largest U.S. oil company after Exxon Mobil, said Friday that oil prices soared 41 percent in the U.S. and 47 percent internationally. Natural gas prices also rose.

The third-quarter results mirror other oil giants that reported earlier this week. Despite lower oil production, Exxon Mobil's net income rose 41 percent while profits doubled for BP and Royal Dutch Shell.

Chevron, based in San Ramon, Calif., reported net income of $7.83 billion, or $3.92 per share, for the quarter. That compared with $3.77 billion, or $1.87 per share, a year earlier. Revenue rose 26 percent to $61.3 billion.

Results beat expectations of $3.47 per share but fell short of revenue estimates of $70.4 billion, according to FactSet.

Shares slipped 75 cents to $108.51 in premarket trading.

Increased prices lifted Chevron exploration and production profits 74 percent, even though oil and natural gas production declined 5 percent.

Similarly, higher prices for gasoline, diesel, jet fuel and other petroleum products boosted profits at the company's refineries. Chevron's downstream business, which includes refineries, posted a more than threefold jump in profit.

The bottom-two scorers on the leaderboard were also the bottom two overall on Tuesday night's "Dancing With the Stars" elimination show.

Hope Solo and Maksim Chmerkovskiy and Chaz Bono and Lacey Schwimmer left the judges feeling underwhelmed after their performances on Monday night, and viewers must have agreed. In the end, it was Bono who got the boot.

On Monday night, the activist tangoed to a track from "Phantom of the Opera," and he had hoped that his newfound confidence would continue in that night's performance. It failed to impress the judges, and backstage, he said his feelings were hurt by the comments given to him by judge Bruno Tonioli, who described him as a penguin. The judges also commented that they thought it was the most aggressive they've seen him but thought he needed to be pushed a little further if he wanted to last longer in the competition.

"It was like watching a cute little penguin trying to be a big menacing bird of prey. This is the truth: It has to be menacing. Dark. Dangerous. Naughty. The tango wants to be driven continuously. It is hard. It's very difficult. To me, this character didn't fit you," Tonioli told him Monday night.

Bono, the son of Cher and Sonny Bono and the competition's first transgender contestant, said he had no regrets about coming on the show.

"I took so much away from this. This was an amazing journey that really pushed me and showed me that I could do so much more than I ever thought I could," he said. "I came on this show because I wanted to show America a different kind of man. If there was somebody like me on TV when I was growing up, my whole life would have been different. And so I dedicated everything I did to all the people out there like me and especially to kids and teens who are struggling. You can have a wonderful, great life and be successful and happy."

Hurricane Rina becomes a Category 2 storm (AP)

MIAMI ? Hurricane Rina has strengthened to a Category 2 storm as it swirls off Central America's Caribbean coast.

A hurricane watch has been issued for the east coast of the Yucatan Peninsula from north of Punta Gruesa to Cancun. A tropical storm watch is in effect from Chetumal to Punta Gruesa.

Rina's maximum sustained winds are near 100 mph (160 kph). The U.S. National Hurricane Center says additional strengthening is forecast and Rina could become a major hurricane by Tuesday night or early Wednesday.

The hurricane is centered about 320 miles (515 kilometers) east-southeast of Chetumal and is moving west-northwest near 3 mph (5 kph).

In Nicaragua, the air force launched an aerial search Monday for a Navy boat that disappeared Sunday while trying to evacuate residents from a low-lying coastal village.

Stocks fall as hopes for Europe debt deal falter

(AP) ? Stocks closed with steep losses Tuesday after disappointing corporate earnings and reports that a key meeting of European financial ministers had been canceled. Assets that tend to hold their value in a weak economy like U.S. government debt and gold rose.

The Dow Jones industrial average lost 207 points. It had gained 409 points over the previous three days.

Manufacturing conglomerate 3M cut its 2011 earnings forecast, and U.S. Steel warned that demand for its products could slow. Netflix Inc. plunged 35 percent after the company cut its profit forecast and said it is losing subscribers following a price increase in July. After the market closed, Amazon Inc. plunged 17 percent after its earnings came in far below Wall Street's forecasts.

The market was also pulled lower by a report that consumer confidence plunged in October to the lowest level since March 2009. The Conference Board index measures how shoppers feel about business conditions, the job market and their outlook for the next six months.

"It's hard to parse this data and find any way that you can glean something positive about it," said Tim Speiss, vice president at EisnerAmper Wealth Planning.

The Dow fell 207 points, or 1.7 percent, to close at 11,706.62. 3M fell 6.3 percent, the largest drop among the 30 stocks that make up the Dow average.

The Standard & Poor's 500 index fell 25.14, or 2 percent, to 1,229.05. The Nasdaq dropped 61.02, or 2.3 percent, to 2,638.42. The losses turned the Nasdaq negative for the year once again. A rally Monday left the index up 1.8 percent for 2011.

Small company stocks fell far more than the broader market, a sign that investors were shunning assets perceived as being risky. The Russell 2000, an index of small companies, plunged 3 percent, reversing a gain of 3.3 percent Monday.

Prices for assets seen as stable stores of value rose. The yield on 10-year Treasury notes fell to 2.14 percent from 2.23 percent late Monday. Bond yields fall when investors send their prices higher. Gold rose 2.9 percent.

The latest headlines from Europe cast doubt over whether leaders there can agree on a comprehensive solution for the region's debt crisis in time for a summit Wednesday. Europe's ongoing debt crisis has been behind much of the market's big moves lately.

European officials are working to patch together a plan that will prevent banks from taking huge losses if the Greek government defaults on its bonds. A messy default could lead to a credit freeze-up similar to the one in 2008 following the fall of Lehman Brothers.

Anticipation of a solution to Europe's debt mess and strong profit reports from Caterpillar Inc., McDonald's Inc. and other major U.S. companies helped the S&P 500 surge 14.1 percent from Oct. 3, when it slumped to its lowest point of the year, through Monday's close. Traders warn that if European leaders fail to come up with a credible solution it could sent markets sharply lower.

United States Steel Corp. dropped 9.6 percent after the nation's largest steelmaker warned that demand for some of its products could decline in the final three months of the year if the economy slows down more.

Delta Air Lines Inc. slumped 5.2 percent after the airline reported results that missed Wall Street's expectations. Delta cut its flights 1 percent in the most recent quarter and said it would cut as much as another 5 percent during the last three months of this year.

United Parcel Service fell 2.1 percent after the company said its growth in Asia was slowing. First Solar Inc. plunged 25 percent after the company said its chief executive had stepped down.

Five stocks fell for every one that rose on the New York Stock Exchange. Volume was average at 4.3 billion shares.

Blocked Tear Ducts Linked to 'Lazy Eye' in Kids (HealthDay)

FRIDAY, Oct. 21 (HealthDay News) -- Children younger than age 3 who have blocked tear ducts are at greater risk for amblyopia, or "lazy eye" -- a condition that could result in permanent vision loss if not treated early enough, researchers have found.

The authors of the new study pointed out that the findings support the need for early comprehensive eye examinations. The research was published in a recent issue of the Journal of the AAPOS, the official publication of the American Association for Pediatric Ophthalmology and Strabismus.

After examining 375 children with blocked tear ducts, the investigators found that 22 percent of them had risk factors for amblyopia -- eight times higher than the general population. Of these kids, 63 percent developed amblyopia and required treatment for the condition, which may include glasses and eye patching.

The researchers said that all the children who required patching had amblyopia in the eye with the blocked tear duct.

"This is strong evidence that the association of amblyopia and tear duct obstruction is more than coincidental," Dr. David G. Hunter, the journal's editor-in-chief and ophthalmologist-in-chief at Children's Hospital Boston, said in a journal news release.

The authors concluded that all children with blocked tear ducts should undergo comprehensive eye examinations and be closely monitored if they have risk factors for amblyopia.

In Pakistan, Clinton seeks strong anti-terror push (AP)

ISLAMABAD, Pakistan ? The Obama administration delivered a blunt warning Thursday that the United States will do what it must to go after militants in Pakistan and Afghanistan, whether Pakistan helps or not.

U.S. Secretary of State Hillary Rodham Clinton led an unusually large U.S. delegation for two days of talks with civilian and military leaders who have resisted previous U.S. demands to take a harder tack against militants who attack American soldiers and interests in Afghanistan.

The large U.S. contingent was meant to display unity among the various U.S. agencies, including the CIA, Pentagon and State Department, with an interest in Pakistan. CIA chief David Petraeus and Joint Chiefs of Staff Chairman Gen. Martin Dempsey joined Clinton, who said the team would "push Pakistan very hard."

There were cordial handshakes and greetings among the large U.S. and Pakistani delegation gathered at the office of Prime Minister Yousuf Raza Gilani as the first of two evening meetings began. Pakistan's foreign minister, Army chief and intelligence head were expected to see their U.S. counterparts Thursday.

Clinton arrived in Islamabad from Afghanistan, where she told Pakistan it must be part of the solution to the Afghan conflict. She said the U.S. expects the Pakistani government, military and intelligence services to take the lead in fighting Pakistan-based militants and also in encouraging Afghan militants to reconcile.

"Our message is very clear," Clinton said. "We're going to be fighting, we are going to be talking and we are going to be building ... and they can either be helping or hindering, but we are not going to stop."

The meetings focused on the recurrent U.S. demand that Pakistan launch its own offensive against a lethal Taliban affiliate known as the Haqqani network. It operates on both sides of the Afghanistan-Pakistan border; U.S. officials claim Pakistan either tolerates or supports the group's activities.

A senior U.S. official said Thursday's four hours of meetings were "extremely frank" and "very detailed" but declined to offer details.

In a statement, Gilani's office said the discussion was "cordial and frank." But it also suggested Pakistan was unhappy with the message push by recalling statements denying U.S. allegations of links between Pakistan and militants.

"Disagreements between the coalition partners in the war on terror should not undermine strategic relationship which is so vital for the promotion of mutual interests of the two countries," the statement quoted Gilani as saying.

U.S. military leaders have told the Pakistanis that if Islamabad does not act against the Haqqanis, the U.S. will.

"We must send a clear, unequivocal message to the government and people of Pakistan that they must be part of the solution, and that means ridding their own country of terrorists who kill their own people and who cross the border to kill people in Afghanistan," Clinton said.

Pakistan has deployed 170,000 soldiers to its eastern border with Afghanistan and more than 3,000 soldiers have died in battles with militants. So Pakistani leaders bristle at U.S. criticism that they have not done enough or that they play a double game ? fighting militants in some areas, supporting them in others where they might be useful proxies in a future conflict with India.

A new offensive unleashed in recent days by the U.S.-led coalition against the Haqqani network in Afghanistan has added a sense of urgency to the talks in Pakistan.

Gen. John Allen, the top U.S. and NATO commander in Afghanistan, described the offensive during an interview Wednesday with The Associated Press as a "high intensity sensitive operation." He would not give a precise location or other details.

For more than three decades, the Haqqani network, led by patriarch Jalaluddin Haqqani, has maintained a headquarters in Pakistan's Miran Shah district of North Waziristan. The United States has had some recent successes killing at least two top Haqqani commanders in drone attacks.

Senior U.S. officials said the CIA was given a clearer green light to go after the Taliban affiliate in its Pakistani stronghold after the attack on a military base in Wardak, Afghanistan, that wounded 77 American soldiers. The Sept. 10 attack, blamed on the Haqqanis, helped convince Clinton that the U.S. should take decisive action against the network, two officials said.

Clinton and other U.S. officials had worried that CIA pressure on the network, primarily through drone strikes, would make its leaders less likely to support peace efforts between the Afghan government and the Taliban. Washington has had contact with some within the Haqqani network, including Ibrahim Haqqani, the brother of Jalaluddin, according to several Afghan and U.S. officials.

That same worry has held up an expected U.S. announcement that the Haqqani network will be placed on a list of terrorist groups subject to U.S. punishment. That move is now expected within a few weeks, two officials said. The officials spoke on condition of anonymity because the discussions are not complete.

The U.S. and NATO consider the Taliban affiliate to be the single greatest enemy in Afghanistan, and they accuse Pakistan of providing the group safe havens. There are also recent allegations that Pakistan has sent rocket fire into Afghanistan to provide cover for insurgents crossing the border.

Pakistan has denied aiding the Haqqanis. An increasingly angry Pakistani military has refused to carry out an offensive in the North Waziristan tribal region, saying it would unleash a tribal-wide war that Pakistan could not contain.

U.S. officials in Washington and elsewhere say the broader message for the meeting is that the U.S. still wants to have a strategic relationship with Pakistan. The gathering is also meant to dispel any mixed messages from U.S. officials.

Dempsey's predecessor as Joint Chiefs chairman, now-retired Adm. Mike Mullen, angered Pakistan and took U.S. colleagues by surprise when he told Congress last month that Pakistan's spy agency supported and encouraged attacks by the Haqqani network militants, including the massive truck bombing in Wardak.

He told lawmakers that the network "acts as a veritable arm" of Islamabad's Inter-Services Intelligence agency, the ISI, and said Pakistan is "exporting violence" and threatening any success in Afghanistan.

Mullen, who retired at the end of September, struggled to build relations with Pakistan during his four-year tenure, but became increasingly angry in recent months as the Haqqani attacks grew more aggressive and brazen.

Mullen's accusations complicated the already difficult American relationship with Pakistan, which hit its lowest point in years following the U.S. military raid inside Pakistan that killed Osama bin Laden in May.

Clinton: Pakistan must boost anti-terror fight

(AP) ? U.S. Secretary of State Hillary Rodham Clinton on Thursday demanded that Pakistan step up the fight against terrorists within its borders, delivering a blunt message that Pakistanis "must be part of the solution" to the ongoing conflict in neighboring Afghanistan.

Using unusually stern language, Clinton said while visiting the Afghan capital of Kabul that the Obama administration expects the Pakistani government, military and intelligence services to "take the lead" in not only fighting insurgents based in Pakistan but also in encouraging Afghan militants to reconcile with Afghan society.

"We intend to push Pakistan very hard," Clinton told a joint news conference with Afghan President Hamid Karzai. Clinton will travel to Pakistan later Thursday to deliver the message wrapped in a new formula called "fight, talk, build" that aims to kill unrepentant insurgents, convince those willing to accept certain principles to make peace, and rehabilitate Afghanistan and integrate it back into the region.

"Our message (to Pakistan) is very clear," she said. "We're going to be fighting, we are going to be talking and we are going to be building ... and they can either be helping or hindering, but we are not going to stop."

Clinton, who will be leading an extraordinarily high-level U.S. delegation to Islamabad to make that case, said it was imperative for the U.S., Afghanistan and Pakistan to cooperate. But she said Pakistan bears much of the responsibility.

"We must send a clear, unequivocal message to the government and people of Pakistan that they must be part of the solution, and that means ridding their own country of terrorists who kill their own people and who cross the border to kill people in Afghanistan," she said.

Clinton noted that U.S. and Afghan forces had recently launched a joint operation against safe havens in Afghanistan used by the Taliban-allied, Pakistan-based Haqqani network. She said the U.S. "would show" Pakistan how to eliminate Haqqani safe havens on Pakistani soil.

"We have to deal with the safe havens on both sides of the borders," she said, adding later: "No one should be in any way mistaken about allowing (attacks) to continue without paying a very big price."

The U.S. sees a political settlement with the Taliban as key to ending the war and is pushing Karzai to lead and expand a reconciliation drive, although the Taliban has indicated no public interest in such a deal. A secret U.S. effort to spark negotiations earlier this year angered Karzai, although he had nothing but kind words of welcome for Clinton.

"Reconciliation is possible," she said. "Indeed, it represents the best hope for Afghanistan and the region."

Clinton's tough comments come as Karzai has expressed frustration with his attempts to woo Taliban fighters away from the insurgency amid increasing attacks by the Haqqani network and the murder last month of elder statesman Burhanuddin Rabbani, who was leading the outreach. Rabbani was killed when he greeted a suicide bomber posing as a Taliban emissary bearing a reconciliation message.

Karzai said Rabbani's assassination made it clear that Pakistan must be on board and involved in reconciliation efforts.

"It brought us to the point where we felt that those who come to talk to us on behalf of the Taliban actually represent assassinations and killings and not a peace process, and therefore the focus of the peace process, we felt, would serve a better purpose taken to Pakistan," Karzai said as Clinton stood beside him in the garden of the presidential palace.

"We believe that the Taliban, to a very, very great extent ? a very, very great extent ? are controlled by establishments in Pakistan, stay in Pakistan, have their headquarters in Pakistan and launch operations from Pakistan," he said. Therefore, he said, the proper "authority" and "venue" for any peace talks is Pakistan.

Clinton was clearly sympathetic to his argument.

"This is a time for clarity, it is a time for people to declare themselves as to how we are going to work together," she said, referring to Pakistan.

In Islamabad later Thursday, Clinton will be meeting up with CIA chief David Petraeus and the nation's top military official, Chairman of the Joint Chiefs of Staff Gen. Martin Dempsey, for talks with senior Pakistani officials.

Their presence will be a muscular show of diplomatic force that several officials described as a combined message of support and pressure.

Israel, Hamas differ on second phase of swap deal (AP)

JERUSALEM ? Israeli and Hamas officials are giving conflicting details about the upcoming second phase of a swap deal that has already freed a captive Israeli soldier for 477 Palestinian prisoners.

An Israeli official says Israel will select the remaining 550 Palestinians to be released in two months. The official spoke on condition of anonymity because of the sensitivity of the issue.

But Hamas official Saleh Arouri says Israel has agreed to guidelines about who is to be freed, including giving priority to elderly and prisoners serving long sentences.

Thursday's disparate statements could increase tensions ahead of the second part of the swap.

The deal freed Israeli soldier Gilad Schalit who was held by Hamas-backed militants in Gaza for five years.

Taseer had opposed the country's blasphemy laws, which were, in turn, championed by religious conservatives like Qadri. Along the way, banners hanging from electricity pylons hail the "bravery" and "greatness" of the assassin many in Pakistan chillingly regard as a "hero of Islam."

Nowhere is this status plainer than outside the crowded, 32-room, multi-storey compound where Qadri lived with his wife, now one-year-old son, and 70 other relatives. Vast billboards are mounted on the side, depicting him as a holy warrior astride a white horse. A poster declares the 27-year-old "the Prophet's policeman." Graffiti daubed on a nearby wall salutes him as a ghazi, a title conferred on famed warriors in Islamic history. And in the narrow street, hundreds were gathered to march for his release from prison. While the crowds were not as huge as those that came out to support Qadri when he arrested, their persistence and the wide acceptance of their intolerant attitudes continues to be a worrisome omen. "O, ghazi, when you are taken up to meet the lord," declaims a thickly bearded man with moist eyes and a faint quiver in his voice, "please don't forget about us poor, sinning folk down here!" The crowd around him says they fear Qadri will soon be hanged. Last week, a local terrorism court handed down a death sentence for the self-confessed crime. ("This is the punishment for a blasphemer," Qadri had boasted from the back of a police wagon, smiling sinisterly at cameras, shortly after his arrest.) The judge, Pervez Ali Shah, has since been forced into hiding after extremists last week bayed for his blood. Hefty rewards were offered for a third assassination of its kind this year. In March, two months after Taseer's slaying, Shahbaz Bhatti, the Minorities Minister and the only Christian member of the cabinet was gunned down outside his mother's home in Islamabad.

For Qadri's supporters, any suggestion that Pakistan's blasphemy laws should be amended or repealed is an invitation to murder. "Salmaan Taseer's act was not according to Islam," says Fayaz ul Hassan Chauhan, a former provincial legislator now whipping up the protests. "It was the responsibility of the government to take action. It didn't... So Mumtaz Qadri's act is 100% according to Islam," he adds with a tone of triumph. The blasphemy laws, as human rights campaigners point out, are vaguely worded and often invoked as tools of social coercion. On little or no evidence, the targets of personal vendettas and members of religious minorities are hurled into dark prison cells from where they risk never emerging. Since Taseer's slaying, the blasphemy laws have been put to increasing use. Last month, an eighth grade schoolgirl was beaten and expelled for a mere spelling error. Instead of writing the Urdu word for "hymn," she mistakenly added what appeared to be an extra letter, rendering the word to mean, "curse." She narrowly evaded prosecution. A week later, a madrassa student was arrested for allegedly torching pages from the Koran. Ironically, he had set out to save the torn pages from desecration, and burnt them according to a traditional practice. He was beset by a mob. Some blame the state for this trend. After Taseer's murder, the government capitulated, with many ministers breathlessly vowing never to touch the blasphemy laws. "The government's reaction has been one of appeasement rather than holding people accountable," says Ali Dayan Hasan of Human Rights Watch. "This has promoted a culture of vigilantism. It shows the ethical degradation of state and society that these practices are now acceptable."

As the marchers set out from Qadri's home, they are joined by thickening crowds. The shops are shuttered after local merchants united to call a sympathetic strike. The Friday bazaar has emptied out into the demonstration. Striding out front are bearded men, with tightly wrapped turbans or white skullcaps. Some are clasping sticks. One man carries a rare, black baseball bat. The bulk of the several thousand men who have managed to occupy Islamabad's main highway are ordinary men, who evince no marks of zealotry. That is the most worrying sign of the blasphemy controversy: how many members of mainstream Pakistan have come to accept, or even approve of, Qadri's murderous act.

When the smiling slayer was sentenced last week, the judge won little public support. "Nobody's standing up for this judgment," laments prominent lawyer Babar Sattar. "Everyone's scared. No one wants to support it because they fear they will become marked men." The silence, contrasted with the howls of protest in support of Qadri, could intimidate the next judge who will hear the case on appeal. "The judge who gets assigned the case will be very nervous," adds Sattar. There are grim precedents. Two judges have been killed after ruling in favor of accused blasphemers. (See how the murder of Salmaan Taseer is deepening the religious divide in Pakistan.)

While the blasphemy law's keenest champions have shown they have little patience for due process, law enforcement officials appear only to have displayed a dangerous indulgence for their behavior. On the highway from Rawalpindi to Islamabad, the police maintained a light and discreet presence. A day earlier, they also stood by as 5,000 supporters of a banned sectarian group gathered to chant bloodcurdling anti-Shi'ite slogans in the capital. And in Lahore on Friday, Lashkar-e-Taiba, the terrorist group blamed for the 2008 Mumbai massacre, swelled the ranks of the pro-Qadri protestors.

The sole mercy is that, despite the presence on the streets, the extremists' ranks appear to be smaller. Though the angry attitudes endure, their proponents could only summon a fraction of the numbers they paraded through Pakistan's streets in the aftermath of Taseer's martyrdom. But that will be of little consolation to the late governor's family. Shahbaz, the third of Taseer's four sons, was kidnapped 44 days ago from near their home in Lahore. The abductors still have made not announced their identities or asked for ransom. A senior Punjab police official has told Prime Minister Yousaf Raza Gilani that Shahbaz may be in the hands of militants in Waziristan. And so, while the murderer's family are cheered through the streets, the victim's family remain confined to an emptier home, still hoping for justice.

Asian stocks higher on ECB, Bank of England moves (AP)

The European Central Bank on Thursday offered new emergency short-term loans to the continent's battered banks. An unlimited amount of 12-month and 13-month loans will be provided to banks, which have faced difficulties borrowing from each other in the short term credit markets because of worries about each other's financial stability.

The ECB, however, also held interest rates steady, disappointing some economists who had hoped for a cut.

On the same day, the Bank of England said it would pump another 75 billion pounds ($116 billion) into the country's stagnant economy, reviving an asset purchase program that injected 200 billion pounds from March 2009 to January 2010. The Bank's decision came earlier and was bigger than many economists had predicted.

In the U.S., a Labor Department report said unemployment benefit applications rose slightly less than predicted, a signs that layoffs are easing.

In currencies, the euro edged lower to $1.3424 from $1.3429 late Thursday while the dollar rose to 76.67 yen from 76.61.

Oil prices fell, with benchmark crude for November delivery dropping 26 cents, or 0.3 percent, to $82.33. The contract jumped $2.91, or 3.7 percent, to finish at $82.59 per barrel in New York on Thursday.

Brent crude fell 21 cents, or 0.2 percent, to $105.52 in London.

IBM buys Q1 Labs to expand in security software (Reuters)

Also on Tuesday, McAfee said it would buy NitroSecurity, a privately-owned provider of security information and event management tools. NitroSecurity and Q1 Labs, which is also privately owned, make software to help businesses analyze security logs and spot hacking threats and attacks.

IBM, which did not say how much it was paying for Q1 Labs, sees the security software and services business as a $94 billion market opportunity and has been buying analytics companies to beef up its security offerings.

In five years, it has spent more than $14 billion on 25 deals focused on analytics to help customers deal with the huge volumes of unstructured data from sources such as social media, biometrics and criminal databases.

In August, it bought British security analytics software firm i2, also for an undisclosed sum, and last month acquired Toronto-based risk analytics software firm Algorithmics for $387 million in cash.

Symantec Corp (SYMC.O), with a 19 percent share, dominated the global security software market -- worth $14.7 billion by revenue -- last year, according to research firm Gartner. McAfee followed with about a 10 percent share, ahead of Trend Micro (4704.T) and IBM, with 5 percent.

Waltham, Massachusetts-based Q1 Labs -- which provides software for collecting, storing, analyzing and querying log, threat, vulnerability and risk-related data -- will become part of IBM's newly-formed security systems division.

Q1 Labs, founded in 2001, has more than 1,800 clients globally, and counts Polaris Venture Partners, Menlo Ventures, BDC Venture Capital and Globespan Capital Partners among its investors.

Q1 Labs CEO Brendan Hannigan will head up the new IBM division, helping clients tackle corporate security breaches, growing mobile security concerns and advanced security threats.

IBM shares were down 1.3 percent at $171.04 on Tuesday on the New York Stock Exchange, underperforming the broader share market (.DJI), which was down 1 percent.
